- The National Institute of Neurological Disorders and Stroke (NINDS), DNA Sequencing Facility plans to purchase equipment upgrades on a sole source basis with Applied Biosystems, Division of Perkin Elmer, 850 Lincoln Center Drive, Foster City, California 94404. The upgrades are as follows: Kit, Upgrade 3100 to 3130xl with computer, TF 3130xl date collection software, TF sequencing analysis 2-pack and, TF 3130xl sequencing installation kit for the government owned ABI 3100 Genetic Analyzer. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The NINDS DNA Sequencing Facility provides DNA Sequence analysis for a large number of Laboratories doing Neuroscience research in the NINDS, NIMH and other Institutes at the NIH. The Facility?s operates four ABI model 3100 automatic Genetic Analyzers. The aforementioned upgrades are at the cutting edge of technology. The Genetic Analyzers have only been in existence for approximately 4 years. The aforementioned upgrades will being these instruments up to date. The instruments rely on a number of different areas of proprietary technology and are complex systems involving two individual pieces of equipment, the instrument itself and a computer which control their operation. The DNA Sequencing Facility proposes to purchase these upgrades in order to maintain and improve ongoing facility operations and responsibilities for the support of numerous labs and branches within NINDS. The proposed purchase will bring the Facility up to date with the currently offered equipment and allow the Facility to continue to meet demands in DNA sequencing. Applied Biosystems, Division of Perkin Elmer, is the only source known to NINDS that offers the proprietary equipment upgrades required for the ABI 3100 Genetic Analyzers. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NINDS to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 pm EST, on July 5, 2005. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. In order to receive an award, contractors must be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
