- AFIOH Environmental and Occupational Health Chemical Analyses Sample 24 May 2005 I. Description of Services The objective of this Blanket Purchase Agreement is to establish a contract laboratory for non-personal services in support of the transportation, collection, chemical analysis performance, and data reporting of environmental, occupational and hazardous waste samples. All samples shall be provided by Pacific Air Force Command (PACAF), primarily PACAF bases in Alaska. The contract laboratory shall have the following Analytical Certifications: a. The National Environmental Laboratory Accreditation Conference (NELAC) Program. b. The U.S. Environmental Laboratory Protection Agency (EPA) c. The Department of Defense Quality Systems Oversight Audit d. Alaskan EPA certification, State of Hawaii drinking water certification and permits for foreign soil analysis/ foreign soil analytical hazardous waste disposal. The contract laboratory shall provide these services in support of the Air Force Institute for Operational Health, Chemical Analysis Division, (AFIOH/SDC), Pacific Air Force Command (PACAF) and any DOD agency. The following list represents typical categories which the Air Force may require analysis: Potable waters Non-potable water Wastewaters Hazardous Waste Soils, sludge, and vegetation Various types of air samples (cylinders, bags, filters, impinger media, solid type Collectors) Industrial chemicals Fuels and oils Bulk and air samples for asbestos Biological (urine, blood, animal and plant tissue) Miscellaneous types. Specific quantities or the location of the sampling are typically not known in advance. 1.0. CONTRACTOR PERFORMANCE OBJECTIVES 1.1. The Contractor shall establish and utilize best commercial practices in order to receive, analyze, and document results of all environmental compliance and occupational health samples. All samples shall be identified with a call number from the Government authorized callers. 1.2. No individual call under this agreement shall exceed $25,000.00. 1.3. The government is obligated only to the extent of authorized calls actually placed against the BPA. 1.4 The Contractor shall receive orders by fax or email from the Government’s authorized caller. The Government will place a call to the laboratory notifying them of the samples and the analysis required. The price charged for the analysis shall be the price on the attached price list that is in effect the day the call is made to the chosen laboratory. After completion of the call and acceptance by the laboratory. The price will be used to log obligations into the Government accounting system. If additional analyses are required on samples that are already at the contract laboratory, written authorization for analysis must be given by AFIOH/SDC. There will be no deviations without authorization from AFIOH/SDC program management or QA office. 1.4.1 The Government will package the samples to be processed. The packages will include a Sample Shipping List, listing each sample by SDC LIMS number and specifying type of analysis/analyses required. If chain of custody is being requested by the Government, the packages will also contain chain of custody forms. The Contractor shall also use these forms to document the samples whereabouts within their laboratory. A copy of the completed chain of custody shall be provided with the sample result, at no cost to the Government. 1.4.2. Direct shipments of samples to contract laboratory from other than AFIOH/SDC will be coordinated from AFIOH/SDC to the contract laboratory. The work order with the specific test codes and associated prices shall be faxed to AFIOH/SDC. Analyses shall not be performed until call number is provided by AFIOH/SDC, to each work order. 1.4.3 The Contractor shall provide transportation of samples to their laboratory, when necessary. An overnight courier service must be available at least once per day, Monday through Saturday 08:00 A.M. to 5:00 P.M. 1.5. The Contractor shall analyze all waters, soils and sludge in a laboratory participating in the Proficiency Analytical Testing according to the Environmental Protection Agency and State requirements. The contract laboratory shall be accredited by the AIHA or NELAC prior to performing analysis on all government industrial hygiene and biological/environmental samples. The Contractor shall use EPA or NIOSH approved methods, apparatus, and equipment for analyses. For unusual or uncommon samples, methods will be specified in each call. The required ranges, sensitivities, precision, accuracy, calibrations and standards for particular analyses shall be those listed in the EPA manual: Methods for Chemical Analysis of Water and Wastes (EPA-600/479-020) and NIOSH Manual of Analytical Methods (NIOSH Publication 84-100), SW 846, SDWA, ASTM and Standard Methods for the Examination of Water and Wastewater. If analytical methods do not appear in these references, AFIOH SDC must be contacted before any analysis can occur. 1.5.1 The required ranges, sensitivities, precision, accuracy, calibrations and standards for particular analyses shall be listed in the EPA manual: Methods for Chemical Analysis of Water and Wastes (EPA-600/479-020) and NIOSH Manual of Analytical Methods (NIOSH Publication 84-100). If analyses do not appear in these references, the required parameters will be specified in each call. 1.5.2 Analysis turnaround times shall be no working days after contractor receipt of sample unless the Government has requested a rapid response or high priority. This charge will be applied to the individual analysis cost based on a 24, 48 and/or 72 hour turn around time. 1.5.3. The Contractor may be required to analyze special samples using the latest equipment systems such as mass spectrometry, liquid chromatography, scanning electron microscopy with x-ray analysis, elemental analyzers and IC plasma source spectrometry. 1.6. Analyzed by: SDC: Approval signature BASE NAME: ADDRESS: 1.6.2 Within 24 hours of completion, analytical reports shall be provided in hard copy to the base and to AFIOH/SDC. 1.6.3. Electronic deliverables shall be transmitted within 24 hours of completion to AFIOH/SDC Laboratory Information Management System (LIMS). NOTE: Electronic deliverables shall meet specific formatting, and shall be coordinated with AFIOH/SDC LIMS Manager. 1.6.3.1. The laboratory shall not make public any information by news release, advertising copy, published professional papers, or presentation, covering all or any part of this agreement without prior approval of the applicable office of Public Affairs. Three copies of any information to be released must be submitted to AFIOH/SDC, Brooks City-Base AFB, TX 78235-5103, for security review and clearance 60 days prior to release. 1.6.4 All technical data delivered under this agreement shall be furnished with unlimited rights as defined in Section I clause DFARS 252.227-7013. 1.6.5 The Contractor shall provide a revised analytical report to AFIOH/SDC at no additional cost if the original report is found to be inaccurate. If revised data is provided to AFIOH/SDC, it shall be marked with the word “REVISED” in red letters. 1.6.6. AFIOH/SDC has the right to request and receive any additional QA/QC data it may require for an analysis at no additional cost to the Government. 1.7 CONTRACTOR QUALITY ASSURANCE OBJECTIVES The contract laboratory shall conduct and document an internal QA program for all laboratory work performed pursuant to this agreement. The QA program shall follow the most current guidelines established by the Environmental Protection Agency (EPA), NELAC, the DoD Quality Systems Manual and National Institute for Occupational Safety and Health (NIOSH). At the minimum the Contractor shall comply with the quality assurance/ quality control requirements of each method specified in the attached list. This QA program shall be documented in a written plan. This plan shall be provided to AFIOH/SDC at no cost to the Government. Technical guidance for QA program can be found in the following reference documents. A. Quality Control for the Industrial Hygiene Laboratory, Current Edition, AIHA, Akron, Ohio. B. Quality Assurance Handbook for Analytical Quality Control in Water and Wastewater Laboratories, EPA 600/4-79-019. C. Test Methods for Evaluating Solid Waste, Current Edition, Update I, EPA SW-846. D. Manual for the Certification of Laboratories Analyzing Drinking Water, Criteria and Procedures, Quality Assurance, Fourth Edition EPA 815-B-97-001. 1.7.1 Contract laboratory participation in an inter-laboratory comparison program conducted by the US EPA and NIOSH is desirable. The Contractor shall submit evaluation reports on performance.be provided to AFIOH/SDC as they are completed at no cost to the Government. 1.7.2 The contract laboratory shall also be subject to AFIOH/SDC’s Quality Assurance Oversight Program performed by an impartial representative to ensure that the systems and procedures described in the laboratory’s QA/QC plan and other supporting documentation are actually operational and in conformance with this agreement. 1.7.3 The contract laboratory shall provide AFIOH/SDC copies of all state certifications, followed by periodic certification status updates, as requested by AFIOH/SDC, at not cost to the Government. 1.7.4 If requested Quality Control Documentation Package shall be furnished to AFIOH/SDC with sample results. The documentation package shall be provided as specified in SW-846, latest edition, at no additional cost to the Government. 1.7.5 The contract laboratory shall archive all analytical data for a minimum of five years, unless otherwise stated/governed by a National Regulatory Program to keep for a longer period of time. 1.7.6 The contract laboratory shall provide AFIOH/SDC at no cost to the Government, a copy of the signed chain-of-custody form for a given sample, if required. 1.7.7 All analysts shall have professional qualifications required for the EPA water testing programs and AIHA laboratory certification. II. GENERAL INFORMATION 2.0 After analysis is completed, the contract laboratory shall hold any remaining sample, extract, or portion thereof, for a period of thirty (30) days. Upon request, the Contractor shall identify, package and deliver samples to the Air Force. 2.1 In special cases, Contractor may be required to develop new sampling media and analytical methods for the collection and determination of suspected agents in various concentrations in air, water, fuel or other known carriers as specified by the Air Force. 2.2 The contract laboratory shall be responsible for taking appropriate measures to protect the chemical, physical and legal integrity of samples received until completion of analysis above. If samples are found by the contract laboratory to be defective, the laboratory shall inform AFIOH/SDC within 24 hours. The Government will not be charged for samples if the analysis is not performed. 2.3. Period of Performance: Basic year plus four option years. III. BACKGROUND 3.0 There are several Air Force regulations directing active and continuing programs in environmental and occupational health areas. AF Instruction (AFI) 48-101, 48-119, 48-148, 48-145, 32-7041, 42, 45 and 7080. AF Policy Directive (AFPD) 48-1, 90-8 paragraph 1.7. 3.1 AFI 48-145, Occupational Health Program, in paragraph 1.6, requires AFIOH to provide analytical, engineering, and consultant services to support the operational requirements of the occupational, radiological, and environmental health programs at Air Force installations worldwide. It provides policy and assigns responsibilities for developing and providing consultant and laboratory services. It applies to all Air Force installations and the Air Force Reserves. 3.2. This effort will assist the Air Force in collecting the required data that are relevant for such requirements as The OSHA Act of 1970, Safe Drinking Water Act, Clean Water Act, Resource Conservation and Recovery Act, and any other requirements of federal, state, or local Governments. 3.3. Additionally, the Department of Defense, Quality Systems Manual for Environmental Laboratories, Version 2, June 2002, provides implementation guidance on the establishment and management of quality systems for environmental testing laboratories that intend to perform work for DOD. This guidance is based on the National Environmental Laboratory Accreditation Conference (NELAC) Quality Systems requirements. NOTE: Full implementation of this Manual’s requirements is expected within 6 months. 3.4.. US Environmental Protection Agency (EPA), American Industrial Hygiene Association (AIHA), National Institute for Occupational Safety and Health (NIOSH) and other approved analytical methods. Selection Criteria The Contractor shall provide a written proposal in response to the RFP Statement of Work. The Government anticipates awarding a “best value” Blanket Purchase Agreement to the Contractor whose proposal is the most technically advantageous. Proposals will be evaluated on the factors described below, listed in order of importance. 1. Analytical Certification Those laboratories who provide certification by the following agencies will receive the highest ratings: a. The National Environmental Laboratory Accreditation Conference (NELAC) Program. b. The U.S. Environmental Laboratory Protection Agency (EPA) c. The Department of Defense Quality Systems Manual (DoD QSM) d. All applicable Federal, State, and Local regulating agencies. 2. Analytical Data Laboratories shall provide examples of sample test code and functional data document development. The contract laboratory shall be proficient in the development of functional electronic data documents and the inputting of this data into the Government’s Laboratory Information System (LIMS). More consideration will be given to laboratories that best provide their test code development and LIMS proficiency. 3. Analytical Operations Laboratories must maintain the operational capability necessary to perform environmental compliance analyses. Each analytical method performed shall achieve the specifically mandated limit of detection and /or practical quantification limit, giving priority to whichever is the smaller concentration. Greater consideration will be given to laboratories who best describe their analytical methods. 4. Quality Assurance Laboratories must have participated in AFIOH/SDC’s Quality Assurance Oversight Program. Those laboratories that provide documentation that their systems and procedures have been assessed as operational and in conformance with the AFIOH/SDC Quality Assurance Oversight program will receive greater consideration. 5. Customer Support Laboratories shall provide examples of customer analytical sample reports. These examples shall describe their quality assurance criteria and timeliness to customer. Those laboratories that best describe their customer service methods will receive the highest ratings. 6.
