Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This request is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, or a Request for Quotes. It is not an indication the Government will contract for the services contained in this Sources Sought Notice. The Government shall not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this Sources Sought Notice. In accordance with Federal Acquisition Regulation (FAR) 15.201(e) this notice serves as a request for interested sources to support the Air Force Departmental Publishing Office (AFDPO/PPL) staff in carrying out their functional responsibilities. AFDPO/PPL has a requirement for services in the areas of strategic and organizational planning; change management at the enterprise and program level; requirements integration and tracking; project and program execution; process engineering facilitation; and process modeling. We are seeking an all inclusive turn-key approach to a new and improved Air Force Publication Distribution center. The purpose of this Sources Sought Notice is to receive capabilities statement packages from interested sources currently capable of providing services, in regard to the attached draft performance-based Statement of Work (SOW), within a short time-frame. 11 CONS/LGCN seeks potential sources to provide the necessary personnel, with current and in place Secret security clearances, under one contract vehicle. Potential sources should provide a capabilities statement package to include such items as: Company name & address, telephone number, point of contact, size status, NAICS code(s), small business disadvantaged business status (if any), GSA contract/schedule number, if applicable, (including Special Item Numbers - SINS), information (if any) that the below requirements are within scope on, and if on a Government Wide Acquisition Contract (GWAC) exclusively set-aside for 8(a) vendors. Include a brief summary of qualifications including a description of your organization's location and ability to operate this turn-key approach IAW the SOW by providing the necessary personnel, with current and in place Secret Security clearances to perform support services. Interested sources must be capable or able to identify other known sources with the capability to begin performance in the next 30 days and be fully operational by 1 August 2005. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. Interested respondents having questions with respect to the information requested in the Sources Sought Notice and/or the SOW should direct them in writing to the Contracting Specialist at michael.lee@bolling.af.mil, and to the Contracting Officer at david.wilson@bolling.af.mil. Request written responses of interest and/or comments be received no later than 3:00 PM Eastern Standard Time, Friday, 20 May 2005. Questions, interest, and/or comments received after the due date for this Sources Sought Notice may or may not be considered. All communication regarding this Sources Sought Notice, including submissions, should be in writing and submitted, electronically, in a commonly used format to the contacts above. Telephone inquiries, questions, and/or comments shall not be accepted, nor provided a response. All communication will be posted through FedBizOpps for this Sources Sought Notice. Response to the Sources Sought Notice is highly encouraged as your responses, suggestions, and comments will be especially valuable as the Government develops an acquisition strategy. Performance is anticipated to be a base year with four 12-month option periods. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.
