Description
1) To conduct a national exit poll for the 2005 Azerbaijani parliamentary elections. 2) To publish the results of the exit poll before the Azerbaijani government announces the official results of the election with first preliminary results to be announced at the press conference immediately following closings of the polling stations. 3) To set up a computer and reporting system within the local counterpart?s office in order to create the technical capacity of the local organization necessary for professional implementation of the exit polls in the future elections. 4) To create a cadre of professionally-trained local pollsters who are sufficiently knowledgeable to be able to train others. USAID believes that the parliamentary elections will be held in the beginning of November 2005 with the final date to be announced sometime at the beginning of July 2005. The proposed duration of this project is from September 2005 to November 2005. Contractor will conduct the exit poll activity for the Azerbaijani parliamentary elections in November 2005 and will publicize the results quickly to a broad audience. Contractor will work with USAID on identifying specific regions and constituencies where exit poll interviews will be conducted. Contractor will canvas a minimum of 65 constituencies for the exit poll activity throughout Azerbaijan. Contractor should expect to work with USAID on developing the final questionnaire. The selection will be based on offerors? organizational capabilities and technical proposal. The offerors will be requested to submit 10-page organizational capabilities statement including past performance. USAID will evaluate the organizational capacity proposals and invite organizations considered the most highly qualified to present oral, technical presentations to a USAID team located in Baku, Azerbaijan. This is likely to happen very shortly after submission of the organizational capacity proposals and offerors are advised to be prepared to travel to Baku. Cost proposals will be requested from oferrors determined for further consideration for award. Cost will be evaluated for general reasonableness, allocability, allowability, cost-effectiveness. Given the limited time the offerors invited for technical presentation should be able to submit cost proposals shortly after the technical selection is completed. Issuance of this notice does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award of any resultant contract cannot be made until funds have been fully appropriated, allocated, and committed through internal USAID procedures. While it is anticipated that these procedures will be successfully completed, potential offerors are hereby notified of these requirements and conditions for award.
