- The U.S. Department of Commerce, National Telecommunications and Information Administration(NTIA), Institute for Telecommunication Sciences (ITS) proposed to negotiate on a sole source basis, under the authority of 41 U.S.C. 253 (c ) (1) with Sunrise Software LLC for the Development of LabVIEW Automated Test Suite. The objective of this SOW is to obtain contract LabVIEW application development support to ensure that all of the required elements of the radio performance testing suite are completed before the end of the calendar year. The contractor shall work in cooperation with existing ITS staff to complete this task and approximately 3 visits per week shall be necessary to accomplish the program objective. The contractor shall assist in the development of a suite of 15-20 radio performance measurements as defined in TIA-102.CAAA, Digital C4FM/CQPSK Transceiver Measurement Methods, Section 2. (The LabVIEW code associated with each measurement will be referred to as a ?LabVIEW measurement module?.) The suite shall consist of a main graphical user interface (GUI) from which operators can enter unique identifiers for each radio as well as test parameters and select the appropriate LabVIEW measurement modules to execute. The selected modules shall then run largely unattended in batch mode. The following work tasks shall be required: 1. Work in cooperation with electronics engineers and technicians at ITS to develop written descriptions of the testing algorithms for inclusion in the ?Measurement Processes and Procedures? document which is required for laboratory accreditation. 2. Provide technical direction and guidance for three existing ITS LabVIEW programmers through assistance in the development of the test suite architecture. 3. Automate a minimum of four LabVIEW measurement modules: a. Prepare written documentation of methods and algorithms employed in each LabVIEW measurement module per the guidelines established by the LabVIEW programmers committee at ITS. b. Create the necessary LabVIEW interfaces to extract test parameters from a common, main Graphical User Interface (GUI) which will be used to collect global test parameters. c. Design and create Microsoft Access data tables to store measurement data. d. Create the necessary SQL code which when executed via the LabVIEW ODBC Connectivity Toolkit shall successfully write data to the appropriate Microsoft Access data tables. e. Prepare written documentation of measurement test plans for each LabVIEW measurement module per the guidelines established by the LabVIEW programmers committee at ITS. f. Using at least three different models of Project 25 radio, validate the proper operation of the LabVIEW measurement modules. g. Demonstrate the proper operation of each LabVIEW measurement following integration into the test suite. All radio test conditions and results shall be written to a Microsoft Access database. The LabVIEW measurement modules developed in this effort shall all use commands dynamically retrieved from a Microsoft Access database to control test equipment via the GPIB interface. All software shall be developed per ITS internal standards using object-oriented methods. The proposed procurement is a Small Business set aside. NAICS Code: 541511. Size Standard: Average annual receipts cannot exceed $21,000,000. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government?s best interest and must address qualifications pertinent to this requirement. This announcement is being issued under FAR Part 13, Simplified Acquisitions (NTE 100K).
