Description

The U. S. Department of Commerce, National Telecommunications and Information Administration (NTIA) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Environmental Systems Research Institute (ESRI), for the purchase and use of the ESRI Arc product line to include ArcServer and other ESRI Arc Products. The system shall be compatible with Department of Defense (DOD) National Security Administration (NSA) Arc based GIS system that will be run on DOD/NSA ESRI systems. The Geographic Information System (GIS) shall run on all Windows based computers, be compatible with previous versions of Arc based GIS Systems, be compatible with DOD/NSA GIS system, support Microsoft Visual Studio Languages, and support Compaq Visual Fortran Language. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). Because of national security and at by the direction of the NSA, the only vendor who can deliver the Arc products is ESRI. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice shall be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and shall address qualifications pertinent to this requirement. Anticipated award date is July 12, 2005.
