- NOAA, National Marine Fisheries Service Long Beach, CA intends to award a purchase order to conduct population viability analysis for Black Abalone. Work to include: population viability analysis, preparation of final report and then presentation of the results at the International Abalone Symposium. NOAA intends to award this contract on a sole source basis to Dr. Dan Goodman, Montana State University. Dr. Goodman has specialized experience working with marine populations and generating predictive models for them. The models that he and his laboratory personnel have produced have been used by NMFS recently to make critical decisions regarding management and conservation of marine species. Therefore it is the government?s opinion that Dr. Goodman is the only source which can perform the analysis in the short time frame presented and in the necessary fashion to present at the International Abalone Symposium. All responsible parties may submit a bid or proposal to this office. This is a Simplified Acquisition estimated not to exceed the Simplified Acquisition Threshold.
