Description

NOAA, Alaska Fisheries Science Center intends to award a purchase order to train graduate students in the field of fish behavior and more specifically the study of flatfish behavioral response to ground-gear of commercial and experimental flatfish trawls using a DIDSON (dual frequency identification sonar). Work will include: a manual describing methods for assessing flatfish behavior, relative to trawl ground-gear, using the DIDSON as well as graduate training in fish behavior and fisheries research leading to successful completion of a MS degree in OSU Department of Fisheries and Wildlife. NOAA intends to award this contract on a sole source basis to Oregon State University, Cooperative Institute for Marine Resource Studies, Newport, OR due to the University?s unique experience in this field as well as the faculty?s expert experience in developing selective flatfish trawls that capitalize upon differences in behavior between flatfish and roundfish to selectively harvest flatfish by facilitating roundfish escapement. All responsible parties may submit a bid or proposal to this office. This is a Simplified Acquisition estimated not to exceed the Simplified Acquisition Threshold.
