Description
TITLE: Compassion Capital Fund National Resource Center This Solicitation is a 100% Small Business Set-Aside. The Contract provides for the management and administration of the Compassion Capital Fund (CCF) National Resource Center (NRC). The primary purpose of the CCF National Resource Center is to provide program management and administrative support to the Administration for Children and Families (ACF) CCF Program Office. Such support will help ensure that organizations awarded grants under the CCF Program or related programs are able to fully meet the objectives and goals of their award and appropriately manage their grant. The NRC will perform the following functions: ∙ Oversee and track major activity performed under the CCF program by grantees of the Demonstration Program (intermediary organizations) and Targeted Capacity Building Program (mini grantees), or other discretionary grant program administered under the CCF program. ∙ Provide training and technical assistance to CCF-funded intermediary organizations and mini grantees, as well as any other discretionary grant program administered under the CCF program; and, ∙ Serve as a repository and distribution center for information, tools, and resources needed by CCF intermediary and mini grantees, subawardees, and other faith-and community-based organizations to improve their capacity, knowledge, and skills and assist with their programmatic and grants management. The NRC will play a central role in meeting the objectives of the CCF program and the goals of the President?s Faith and Community-Based Initiative. The Contractor responsible for the NRC shall help: ∙ Ensure that all intermediary organizations and mini grantees, as well as other organizations funded under the CCF program have the resources, tools, and information needed to successfully accomplish the objectives of their awards; ∙ Ensure that intermediary grantees provide technical assistance and training to faith and community-based organizations that is effective and appropriate for their needs and reflects sensitivity to their cultural environment; ∙ Ensure that intermediary grantees improve their outreach to grassroots organizations historically not involved in similar initiatives and appropriately address their capacity building needs; and, ∙ Bring appropriate resources together to ensure services that meet the needs of individuals, families and communities most in need are improved and increased through the work of the organizations funded under the CCF program.
