- The Air Armament Center (AAC), 46th Test Wing, EGLIN AFB FL requires contractor-furnished pilots and military-type aircraft that are rare in the United States due to age or foreign origin and which are highly desirable for Government test and training activities that can be employed in tactically realistic numbers in order to support emerging test and training requirements. Such aircraft must include, but are not limited to, an immediate first requirement of four MiG-21s, two MiG-23s, one Mi-8, oneMi-24, and two An-2 Federal Aviation Administration (FAA)-licensed aircraft and crews required not later than 14 days after contract award. Aircraft may require modification to meet communications, instrumentation, and/or signature requirements. Prospective bidders should provide a description of their capability and/or limitations to provide the required airframes and crews and to physically and/or functionally modify the aircraft as well as providing a description of their capability and/or limitation to recertify the aircraft at completion of the modification. All provided aircraft shall be contractor owned, operated, insured, and maintained in accordance with FAA standards for civil aircraft in Experimental or other applicable categories. Work shall be performed in an integrated Government-Contractor team environment and requires the strong management capability of a single manager experienced in joint military operations supporting 46TW and United States Joint Forces Command (USJFCOM) who will be responsible for coordinating aircraft availability with the 46 TW in order to be fully responsive to a dynamically fluctuating test schedule that may dictate either delays due to test slippage or accelerated delivery of any and all aircraft in response to a test directive. Contractor shall be willing to adjust schedules, as needed, to be fully responsive to test requirements. Aircraft and crews must be prepared to operate as an integrated package with consolidated maintenance and logistics support flying multiple sorties per day for periods of up to 15 consecutive days from any suitable military or civil airport in the Continental United States, Puerto Rico, Alaska, and Canada. Aircraft must be capable of day and night operations in instrument conditions and anticipate all pilots will be required to have US security clearances. The Government intends to acquire these aircraft services through a single award of an indefinite-delivery, indefinite-quantity contract where individual task orders are based on a unit of measure that is a firm fixed price cost per flying hour for multiple types of aircraft. It is anticipated that there will be fixed priced contract line items for aircraft modification. The envisioned contract will have an ordering period of five years. Companies under foreign ownership, control, or influence may not participate in this competition. The North American Industry Classification Series (NAICS) Code for this effort is 488190, size standard $6M. Firms responding to this announcement should indicate whether or not they are a small business, hub-zone small business, small-disadvantaged business, or service disabled veteran owned small business as defined in FAR 19.001, and also if they are 8(a) certified.
