Description
This sources sought notice is issued for information and planning purposes only. The Government is soliciting information to determine the availability of capable contractors that can perform the following requirement. The contractor shall provide rotary-wing services (Medical Evacuation  MEDEVAC) for Fort Hood, Texas. Service will be provided at locales in Texas and surrounding states. The contractor would be required to furnish two dedicated flight ready helicopters and crews (pilot, co-pilot, Registered Nurse, and paramedic), one backup helicopter (total of three (3) helicopters), fully trained personnel, fuel, medical equipment/supplies, maintenance, insurance (medical liability insurance in the minimum amount of $1 million per incident and $ 3 million in the aggregate), and all other items to provide rotary-wing air evacuation services. Crews and equipment must be certified. Each aircraft shall be equipped to transport at least two litter patients with accompanying crew and be properly equip ped for hoist operations. Performance duty hours would be a 24-hour/7 day a week operation. Aircraft pilot and co-pilot shall be trained and hold current certifications to operate a rotary-winged aircraft with night vision goggles during hours of darknes s or during times of limited visibility, as appropriate. Both pilot and co-pilot shall possess and maintain current certifications to fly by Visual Flight Rules (VFR), Instrument Flight Rules (IFR) and with Night Vision Goggles (NVG). The medical flight crews shall be ACLS (Advanced Cardiac Life Support) certified and if transporting a neonate, NALS (Neonatal Advanced Life Support), NRP (Neonatal Resuscitation Program) or PALS (Pediatric Advanced Life Support) certified. The contractor will be required t o land at isolated ranges located on Ft Hood, Texas to load patients. Range landings are subject to possible flight hazards such as dirt, mud, no landing pad, leaves, trees, debris on the ground, no lights, no safety equipment or personnel, uneven terrain , rocks, etc. Fort Hood is the Armys premier training, mobilization, and force deployment installation consisting of 340 square miles (217,339 acres) located midway between Waco and Austin, Texas, just west of Killeen, Texas. No final commitment has bee n made to procure the stated requirement and this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. The North American Industry Classification System (NAICS) code applicable to this requirement is 621910. The period of performance will be for a base period, 1 October 2005 through 30 September 2006, with four one-year options. Interested parties may submit a Statement of Capability for satisfying this requirement to the conta ct person (s) listed below. This announcement is not a request for competitive proposals. All responsible sources shall respond by submitting a written narrative Statement of Capability including detailed technical information and other technical informa tional literature demonstrating the ability to meet the above requirements. Include business size in relation to the NAICS code of 621910 in your Statement of Capability. The responses must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. No telephone requests will be honored. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. All information provided will become property of t he U. S.
