Description
The US Army Space and Missile Defense Command (USASMDC) intends to enter into a non-competitive contract to provide support to the Medical Technology Program as required for services relating to: 1) the development, acquisition, and modification of m edical imagery and clinical data bases; 2) translation of algorithms developed by USASMDC in MATLAB to C++; and 3) development of a user interface to access algorithms, process data from these databases and display results to end users. The services requi red to meet the needs of USASMDC include a broad range of technical and analytical activities related to the development of medical data bases and user interfaces to access and manipulate said databases on a distributed processor architecture. The contrac tor has developed and delivered clinical databases for the Huntsville medical community to include Huntsville Hospital and Huntsville Surgery Center. These databases will be integrated with clinical data provided by Walter Reed Army Medical Center (WRAMC) to develop a database to train Response Surface Methodology algorithms developed by USASMDC to predict probability of breast cancer in women based on life style, blood chemistry, etc., Anomaly Detection Algorithm (ADA), Response Surface Methodology (RSM) algorithms, and other image processing and statistical prediction algorithms written in MATLAB will be translated to C++. The effort involves the development of a database of mammograms, MRI images and ultrasound images for access and manipulation by SMDT C algorithms for detection and discrimination of breast cancer. The contractor has developed the clinical database that will be a part of the effort. The contractor is familiar with the medical community and how the data is collected and how it is interpr eted. The contractor has extensive knowledge in the development of medical databases and their implementation on multiple processor systems. Vital Solutions, LLC is the only contractor with the ability to perform these tasks in the near term, and in a ti mely and cost effective manner, without unacceptable impacts to both the USASMDC and WRAMC requirements and schedules. Unacceptable delays to a multiyear ambitious schedule are certain to result unless the incumbent is placed under contract. An alternate performer would also incur substantial costs (related to staff training/spin up time on software/hardware and associated processes, and implementation of development processes) to the Government which can not be expected to be recovered through competitio n. Under the authority of Federal Acquisition Regulation (FAR) 6.302-1 (a)(2)(iii), this action is directed toward Vital Solutions, LLC. All responses should be directed to USASMDC and must be received within fifteen (15) days after the date of the publi cation of this synopsis. No telephone inquiries will be accepted. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested person s may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under a n existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the dis cretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See notes 22 and 26.
