Description
Minute Man Missile National Historic Site, Philip South Dakota has a requirement for the Design/Build of an underground LP Gas Installation System.The work consists of Desin/Build construction of an LP Gas system using four (4) 1000 gallon propane tanks. Contractor will be required to relocate the tanks furnished by the Government, inspect suraces for holidays and repair imperfections,provide proper excavation, analyze equipment and provide tank balasts and anchoring system. Analyze requirement for cathodic protection system, provide appropriate backfill material, companction, appropriate physical security barrier for excposed equipment and site remediation. Analyze and detail need for vaporizaiton versus simultaneous tank use with automatic-changeover regulation. Design/install vapor and liquid supply and filling piping and bulkhead, vaporizor and meter, control and safety valves, pressure-monitoring gauges, pressure regulation. Design/install facility supply piping, pressure regulation, meters, pressure monitoring gauges, to provide complete, properly funciton system.Prepare tanks for filling by follwing Thompson Tanks procedures for verifying vacuum, methanol injection, and LP-gas injection. Provide appropriate documentaiton 1) evidence design ins in compliance with ASME Standards, NFPA 54 and NFPA 58; 2) Quality Control propsal addressing qualifications of critical project personnel, construciton materials, techniques, and system testing; 3) Construction planning that addresses inteneiton for operational sensitivity within a National Historic Site;4) Evaluate and produce system SOP; and 5) Prepare and conduct system training and provide any O&M Manuals required. Propsals will be evaluated on the basis of 1. Company History -similar projects 2. Identificatin and quality of equipment proposed and detail of proposal. 3. Knowledge of existing installation and project plan drawing (site & Line). 4. Key personnel identified for this project including subcontractors. 5. Identification of project components and work schedule. 6. Proposed equipment/operation performance testing and verification. 7. Site remediation propsal and work pan that indicate sensitivity to the Histori Sit's visitors and facilities. 8. Analysis of design as it pertains to ASME standards and NFPA 54 and 58. 9. Offer of Warranty. There will be a total of 200 Points Possible 100 for Price and 100 for the Technical Proposal. Award of this contrct will be in accordance with the Small Business Competitiveness Demonstration Program (Public Law 100-656) which allows large and small businesses to compete alike. This project is subject to the Davis-Bacon Act. NAICS235110, P&S: Y249. This solicitation will be available ONLY at (http://ideasec.nbc.gov) NO PAPER COPIES WILL BE AVAILABLE. Magnitude of this project is between $25,000 and $100,000. The solicitation will be available O/A July 12, 2005 and will close on August 11, 2005 unless extensions are issued in an amendment.
