- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.eps/gov and the Navy Electronic Commerce on Line (NECO) website located at http://neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitation to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to solicit on a Sole Source basis a Cost-type Completion Contract with Boise Technologies, Inc., 5465 Terra Linda Way, Nampa, Idaho, 83687. The contract will be a 12-month effort. Research will be conducted in order to provide the knowledge to drive the optimization/formulation of decontamination solutions/approaches that may be faster, more efficient, versatile, stable, environmentally friendly and ?easy to use? against today?s threats aswell as potential future threats. Boise Technologies, Inc. possesses unique technical capabilities and specialized experience that are required to define the characteristics of condensed phase chemical reactions by laser spectroscopy and to develop a complete, single unit system capable of producing the required data in accordance with the objectives of the program. The spectroscopy instrumentation needed to perform these experiments is a custom-built device comprised of multiple individual commercially available components (i.e., lasers, optical benches, optics, mounts, filters, monochromators, detectors, electronics signal processors, etc.). Boise Technologies, Inc. is the only source with the appropriate expertise relating to the technology being developed to investigate the systems described. No other supplies or services will satisfy agency requirements because the data and services to be acquired are proprietary to Boise Technologies, Inc., and there are no other c! ompanies or facilities with the level of technical expertise in the areas of chemical interface and decontamination research. It is anticipated that this solicitation, number N00178-05-R-3059, will be available on the Federal Business Opportunities webpage, the NECO webpage, noted above, and the NSWCDD Procurement Division Business Opportunities website (http://www.nswc.navy.mil/wwwDL/XD/SUPPLY/busop.htm) by 8 July 2005. The solicitation will be open for 30 days. The applicable NAICS Code is 541710. NSWCDD has implemented electronic commerce (EC) in the acquisition area, therefore this synopsis and the subsequent solicitation with any applicable amendments will be available on the World-Wide Web at the above websites. Hardcopies will not be provided. Vendors should regularly access any of the above sites to ensure they have downloaded all amendments. DoD will no longer award contracts to contractors not registered in the Central contractor Registration (CCR) database. Registration may be done by accessing the CCR website at http://www.ccr.gov.
