Description
THE PURPOSE OF THIS MODIFICATION IS TO CANCEL THE SOLICITATION IN ITS ENTIRETY AS THE SERVICES ARE NO LONGER REQUIRED. The Regional Contracting Department Pearl Harbor Hawaii is soliciting, on a small business set aside basis, in accordance with FAR Part 12 and using FAR Part 15 procedures, companies interested in offering On-Site Technical Services for over 2700 classified and unclassified users in both the legacy and NMCI environments to support Commander Navy Region Information Technology functions. Period of Performance is a 30 day phase in period in September 2005 with a full performance Base period from 01 October 2005 through 30 September 2005 and three (3) twelve-month option periods. The solicitation contains FAR clauses 52.217-8 Option to Extend Services and 52.217-9 Option to Extend the Term of the Contract. The NAICS Code for this procurement is 541512 and the annual size standard is $21M. The written solicitation can be downloaded from the NECO website at http://www.neco.navy.mil on or about 27 June 05. Evaluation Criteria: The contract will be accomplished using a Source Selection procedures on the basis of Best Value to the Government, price, and quality factors considered. Past Performance is more important than Technical. Contractors shall send the Past Performance Survey and Client Authorization Letter , attachments to the solicitation, to their performance references, which shall include the most recent government representative for the project. Responses must be received directly from the references. Contractors shall complete FAR representations and certifications on line at http://www.orca.bpn.gov and submit them with the offer. All questions regarding the solicitation must be received by 2 p.m. Hawaii Standard Time two weeks prior to the date set for closing. All responsible sources may submit a proposal which shall be considered by the agency.
