- NASA/DFRC has a requirement to develop capable High Altitude, Long Endurance Remotely Operated Aircraft (HALE ROA)demonstration systems to advance technology readiness through flight. The contractor shall accomplish design analysis, systems engineering, simulation support, software development, hardware development, subsystem testing, engineering support, on-site field services, operations support, logistics support, pilot and maintenance crew training, and furnish aircraft operational support equipment and spares. NASA/DFRC intends to purchase the above items and support exclusively from General Atomics Aeronautical Systems, Inc. of Delaware. The authority for proceeding with this procurement without full and open competition is 10 USC 2304(c)(1)--Only One Responsible Source. The Government has procured from General Atomics, under another contract, an Predator High Altitude, Long Endurance Remotely Operated Aircraft (HALE ROA). This particular aircraft is the only known UAV that can not only meet all of the Government's payload, altitude and endurance requirements, but can do so within current cost, training and timely availability. General Atomics is the sole manurfacturer and supplier of this aircraft, spare parts, maintenance and training capabilities. The engineering and techncial support will require design, modification drawings, systems and software specifications and intellectual property which are proprietary to General Atomics and are unavailable from any other company. Accordingly, only General Atomics can meet the requirements of this procurement. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
