Description
This is a notice of intent to award a Sole Source contract for service under the authority of FAR 6.302-1 to Conflict Securities Advisory Group, Inc., 1920 L Street NW, Suite 210, Washington DC 20036. The scope of work includes the following: The U.S. Securities and Exhange Commission (SEC) requires a web-based global security risk assessment product. The product shall identify every publicly traded company with any ties to six countries identified by the U.S. Department of State as state sponsors of terrorism. The product shall include an explanation of the ties and an analysis of the investment risk associated with the companies? ties to those countries. The product shall also identify publicly traded companies that have been associated with foreign governments? programs for the production or proliferation of weapons of mass destruction, or ballistic missile systems. The product shall be updated quarterly and shall provide status reports of work toward real time updates of the information in the database. The vendor shall also provide the SEC users with both underlying source materials and additional explanation of how the vendor reached the conclusions expressed in the product. The annual subscription shall include 3 single-user passwords with unlimited access to product content. The period of performance shall be for 12 months. The services are being procured under FAR Part 13.5, Simplified Acquisition Procedures. The above named vendor is believed to be the only source for this service. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Interested contractors may submit their capabilities and qualifications to perform the effort in writing by e-mail to Louis Gilden no later than 5:00PM EST on July 11, 2005, contact information is as follows: GildenL@sec.gov. Capabilities / qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
