Description
The Social Security Administration (SSA) intends to negotiate solely with Policy Simulation Group, Washington, DC 20017 (www.polsim.com) under the authority of 41 U.S.C (253)(c)(1) as set forth in Federal Acquisition Regulation (FAR) Subsection 6.302-1 ?Only one responsible source and no other supplies or services will satisfy agency requirements? for continued evaluations of the distributional implications of contributions and benefits in the Social Security Old-age and Survivors and Disability Insurance (OASDI) program under current law and under various policy proposals. The requirements call for a dynamic microsimulation model of the Social Security population as it stands now and as is projected to be in the future for a few hundred years. The model must be capable of closely replicating the Social Security Trustees projections of costs and benefits using the Trustees? intermediate assumptions. The model must also be able to show the cost and distributional impacts of changing the Trustees? assumptions. Cost impacts must be both aggregated and separable in to the two trust funds (Old-age and Survivors Insurance, and Disability Insurance). Distributional impacts must include demographic information for each individual simulated, as well as lifetime payroll taxes and Social Security benefits. Various Social Security policy parameters must be changeable in the model and must have flexible phase-in schedules. These include, but are not limited to payroll taxes, early and full retirement ages, bend point dollar values and bend point percentages, CPI-indexing and wage-indexing of the benefit formula, and individual accounts. A capable source must be able to implement new policy proposals that are not currently in the model in a reasonable time frame, typically within one month of the Government?s request. Outputs from the model must allow for the creation of distributional tables by birth cohort, sex, income level, and education, as well as for pre-defined ?stylized? individuals and couples. The model output must be available in text files, but can be in other formats as well. Any given policy run must be executable on a dual-processor 3.2 gigahertz PC with two gigabytes of RAM (or equivalent) in 30 minutes or less. SSA is currently using Policy Simulation Group?s SSASIM and GEMINI software and support to satisfy the above requirements. Any other vendor capable of performing the above requirements must present electronic/written evidence of such capability by SSA?s close of business on July 11, 2005 and refer to SSASIM-05. The evidence must include a discussion of how the software product would satisfy the requirements, contact information on up to three (3) customer references, and associated GSA Schedule or commercial price information on the software and support. The Government does not intend to pay for information received and does not intend to provide evaluation results to the sender. Instead, the knowledge obtained from information submitted will be used to determine whether there appears to be a competitive source in the marketplace.
