Description
PREQUALIFICATION FOR U.S. POSTAL SERVICE FLEXIBLE SPENDING ACCOUNTS (FSA) The USPS is seeking a pre-qualified contractor to serve as a third-party claims administrator for a Flexible Spending Account (FSA) program, including claims administration and participant servicing (customer service support) for Health Care and Dependent Care accounts, program communications and advisory services on Section 125 (IRS) regulations and guidelines. All career management and craft employees of the U. S. Postal Service will be eligible to enroll in FSAs. NOTE: The Postal Service has approximately 703,000 employees. The Supplier MUST administer both Health Care and Dependent Care accounts. To be considered, please provide the following: 1. Financial Statements (Balance Sheet and Income Statement for 2003, 2004 and current 2005 (if available). 2. The Offeror will be evaluated for demonstrated experience in administering a very large Flexible Spending account plan within the past year for a unionized employer. The Offeror must cite experience in administering at least one Flexible Spending Account plan with a minimum of 10,000 participants, some of whom must have been represented by a collective bargaining entity such as labor union or employee organization. Also, list any contract with at least 30,000 participants, some of whom must have been represented by a collective bargaining entity such as labor union or employee organization. Additional consideration will be given for demonstrated experience with a Flexible Spending Account plan or plans with a substantially larger number of participants. 3. For each listed contract, provide the name and address of the company served, the duration of the contract, and how many participants there are. 4. Supplier will provide a one page description of their company, especially as it may relate to providing the services above.
