- The United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to solicit and negotiate with only Gulf Maine Research Institute, 350 Commercial Street, Portland, ME 04101 on a sole source basis to implement the ?Marine Resource Education Project: Transitioning From A Successful Pilot Project To A National Model For Fostering Dialogue And Understanding Among Fisherman, Scientists And Managers Of Marine Fisheries?. The Contractor shall conduct workshops maintaining the core of the current curriculum structure and conduct a pair of modules (science and management) in early 2006 in a central New England location. The contactor shall design a two-day Fisheries Science Module and a two-day Fisheries Management Module, delivered either as a one four-day workshop or two two-day modules at separate times, creating a dialog around socio-economic aspects of planning. The Contractor shall revitalize and engage the Board of Directors in discussions about program content, structure and future initiatives. The Contractor shall design and implement a coherent, highly visible outreach strategy to promote the program through print media. The Contract shall develop a mechanism to translate the lessons learned from this program to a broader national audience in order to replicate this program in other regions of the country. The Contractor shall provide semi-annual performance reports no later than 30 days following the end of each 6-month period from the start date of the contract and a final report ninety days after the last performance report. The period of performance shall be for 18 months after contract award date. The applicable NAICS code is 541690; small business size standard is $6 million annually. The statutory authority for Other Than Full and Open Competition is 41 U.S.C. 253(c)(1), Only One Responsible Source. Interested persons may identify their interests and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within fifteen days after publication of this synopsis. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of ability to provide required services. The solicitation, notice and all amendments will be posed and available for viewing and downloading on the Government Electronic Posting System (Fed Biz Opps) site at www.fedbizopps/. No paper copies will be issued. No telephone, facsimile or written requests will be accepted. When the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The solicitation will be issued under Simplified Acquisition Procedures, in accordance with FAR Subpart 13 on or about June 29, 2005. Offerors must have a valid DUNS Number and be registered in the Central Contractor Registration (CCR) database. Numbered Note 22 and 26 apply.
