Description
Deliver the FKNMS 57 ft Law Enforcement Catamaran Boat From Seattle, WA area to the South Florida area A. BACKGROUND The National Marine Sanctuary Program is requesting a Yacht Transport Company to coordinate and arrange for all aspects of the delivery of a new Law Enforcement Vessel which is currently under construction in Bellingham, WA. The Yacht Transport Company will arrange for the float-on/float-off, over-water delivery of an Aluminum Catamaran approximately 57ft in length and 21ft in width from the greater Seattle, WA area including Vancouver, B.C. to Port Everglades FL or Miami, FL. B. WORK REQUIREMENTS 1. The Contractor will be a licensed agent for shipping services on ocean-going vessels. 2. The Contractor will arrange for and coordinate the space requirement onboard an ocean-going vessel for carriage of the FKNMS Catamaran. 3. The ocean going carrier vessel shall load via a ?float-on/float-off? method unless otherwise approved by the government. 4. The Contractor will identify the port of pick-up and port of delivery. These ports must be approved by the Government ? but preferred to be close to Seattle, WA including Vancouver, B.C. for pick-up and Port Everglades, FL or Miami, FL for drop-off. 5. The Contractor will inform the Government of and coordinate with the shipping line for all aspects of the delivery. All requirements for schedules, location of pick up and drop off must be approved by the government. 6. The Contractor shall arrange for all insurance and customs documentation including any international documentation for transport through the Panama Canal and entry/re-entry into the United States. 7. Government will provide specific sizes and dimensions of the FKNMS Catamaran to the contractor upon request. The vessel will be no greater than 57feet in length with a beam of 21feet and a draft of approximately 3 feet. The vessel will be jet drive with no major appendages. 8. Government shall ensure the FKNMS Catamaran is provided to the pickup location for delivery in fully operable condition. Government will submit an assessment of the boat?s condition prior to loading on the transporting vessel. C. DELIVERY 1. Contractor shall be liable during delivery for any loss or damage to the FKNMS Catamaran during delivery. 2. Contractor shall be liable to any damage or loss of items and equipment onboard the FKNMS Catamaran during delivery. 3. The Contractor will ensure the FKNMS Catamaran is secured from time of drop-off until a Government?s representative takes delivery in South Florida. D. SCHEDULE 1. The pickup date and delivery for the FKNMS boat shall occur between January 1 and January 30, 2006. Contractor shall provide a fall-back delivery date in the event there are delays in the availability of the FKNMS Catamaran. This is a simplified acquisition. ***The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
