Supply Management Specialist PSC ISSUANCE DATE: 06/28/2005 CLOSING DATE: 07/26/2005 SOLICITATION NUMBER: PSC-05-041(INL) SUBJECT: Solicitation for services under a Personal Services Contract (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from U.S. citizens interested in providing the PSC services described below. DOS intends to award a contract for the basic term of one year with four one-year options to be exercised at the discretion of the U.S. Government. The contract will be awarded to an individual candidate representing the best overall value to the Government considering the candidate's qualifications and experience against criteria stated herein. This PSC position requires a SECRET level security clearance, which must be maintained throughout the contract period, including option periods. The selected applicant will be subject to a security clearance investigation. The applicant's spouse or cohabitant will be subject to a background investigation. Denial of a SECRET level security clearance will be grounds for removal from consideration for contract prior to award or termination of contract after award. Contract award will not be made until at a minimum an interim clearance is granted. Proposals must include all of the following: 1) a resume, 2) an Optional Form 612 (OF 612) signed and dated, and 3) three written letters of reference including reference contact information. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau for International Narcotics and Law Enforcement Affairs (INL), Office of Aviation (INL/A), Patrick AFB, Florida. The Office of Aviation provides planning, operational and logistical support, and contract oversight for the 1NL counter-narcotics aviation program in Central and South America and Border Security Support in Pakistan. This mission is performed using a fleet of more than 160 fixed and rotary wing aircraft, 1000 aviation support contractor personnel and 50 government and personal services contractor personnel operating in the US, various Latin American countries and Pakistan. INL/A executes an annual budget in excess of $180 million. The incumbent serves as the Supply Management Specialist in the Logistics Division at Patrick AFB, Florida. This position performs planning, management, administration and analyses pertaining to complex aviation logistics issues affecting the success of regional and country counter-narcotics aviation programs. The incumbent provides specialized expertise in logistical and supply related technical areas. The incumbent contributes to and participates in program management related to contract oversight' and inter-governmental coordination responsibilities pertaining to the support of the aviation fleet. PURPOSE: To provide aviation supply and logistics management expertise and assistance to the Logistics Management Specialist. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Logistics Management Specialist at Patrick AFB, Florida. The supervisor provides general direction in terms of broadly defined aviation policy/mission/functions, and contractual procedures. The incumbent exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is considered to be correct and review of results is for timeliness and effectiveness. 2. STATEMENT OF WORK Coordinates proper disposition of all U.S. Government Furnished Property (GFP) for which the INL Bureau/Office has responsibility, an inventory valued at approximately $1 Billion. Develops, coordinates, and monitors logistics direction/guidance to and oversight/evaluation of contractor and host nation logistics activities; supports planning programs and procedures and methodologies that maximize safeguarding the Bureau?s aviation support assets for the Office of Aviation on a worldwide basis. Oversees purchasing activities of contractor, and ensures that contract material control systems are in place. Oversees shipping and receiving procedures. Reviews and recommends changes to existing supply management and/or quality assurance programs, when available records or other documentation supports the need for updating or improving the Bureau?s programs. Together with the Contracting Officer?s Representative (COR), performs contract oversight, evaluating the contractor?s performance and operation. Based on such reviews, prepares periodic contractor performance reports for the COR, as appropriate. Provides day-to-day administration of the Office?s supply management program, and the Logistics Management Specialist in overseeing the overall integrated logistics support program. Prepares logistics estimates and plans for current and anticipated requirements. Involves identifying and drafting specifications, statements of work, and logistical requirements. Ensures that property is in place where and when needed. Serves as the logistics military coordinator, responsible for coordinating with Department of Defense and other federal agencies for intergovernmental logistical support via various support agreements. Reviews, and identifies Integrated Logistics Systems (ILS) specifications on new logistical programs. Interprets current directives, maintenance policies and procedures, and Federal Aviation Regulation guidance as pertaining to the Office?s supply management and quality assurance program. Maintains currency in advancements in the field and accurately projects the impact on Office of Aviation programs. Works closely with senior specialists in incorporating strategic planning into daily activities, reviewing standard operating procedures for the program, and making recommendations on most appropriate course to follow. Drafts new procedures, as appropriate, and ensures they are implemented in accordance with Office of Aviation requirements. Develops handbooks and other materials for use by Office staff, Embassy personnel, and contract employees, to ensure consistency in the protection of GFP. Reviews existing training programs, and recommends the establishment of formal courses of instruction, training programs, aids, standards, directives and related material to support the Office of Aviation?s supply management program. Performs informal, on-the-job training, when time constraints do not permit formal training. Develops information and systems for analyzing performance data to identify areas where improvements are required in the program, such as developing and installing financial or other control programs for the purpose of controlling operations, determining supply costs, planning and budgeting, and evaluating supply management performance to ensure the most economical use of financial resources. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of supply management and quality assurance programs or operations in meeting established goals and objectives to ensure that the Bureau?s $1 Billion worth of property is not at risk due to inadequate surveillance and/or management. Evaluates region-wide programs against short and long-range logistic planning to determine future needs, objectives, and capabilities. Effectively manages assigned programs, which often involve the expenditure of large sums, i.e. hundreds of thousands of dollars. Monitors and makes recommendations to modify inventory control systems for such programs. Works closely with senior specialist and/or Division Chief in developing budget proposals, researching and comparing costs among different vendors. Drafts justification to support proposals. Supports and assists the Office Director and senior specialist in ensuring that (1) effective internal controls are in place and adhered to in order to protect the integrity of the organization and to prevent waste, fraud and mismanagement; (2) appropriate security procedures are followed; and (3) resources are allocated efficiently, equitably, and in conformance with established policy and regulations. 3. MINIMUM REQUIREMENTS Mastery of qualitative and/or quantitative methods for the assessment and improvement of a major area of supply program management or the improvement of systems. Knowledge and understanding of current project management principles, practices, methods, and techniques, combined with skill in integrating support services with requirements of the office. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of aviation maintenance programs, i.e. Federal Aviation Regulations, DOS regulations, and International Traffic in Arms Regulations (ITAR). Knowledge of agency program goals and objectives, and how they relate to and interact with the Department of State?s counter narcotics and anticrime programs. Knowledge of and specialized training with military and commercial aviation maintenance and logistics procedures, systems, and organizations for coordination and obtaining of logistical support via various support agreements and International Standards Organization (ISO) requirements. Knowledge of Federal Acquisitions Regulations (FAR), and International Project Management Practices. Knowledge of and experience in developing, organizing and implementing facilities support for medium to large aviation organizations in multiple locations in both CONUS and OCONUS. Skill in oral and written communication to prepare and present proposals within the Bureau, Embassies, and other agencies, provide guidance, and solicit information. Skill in the application of Microsoft (MS) Suite of Products to create formal project plans and data analysis tools from an abstract concept to the formal proposal stage. 4. COMPLEXITY Analyzes all facets of aviation logistics management involving a diverse fleet of fixed wing and rotary wing aircraft, which function within an integrated program of diverse counter narcotics missions. These missions include aerial eradication, aerial interdiction, forward area aerial re-supply, replenishment, sustainment, and host nation aviation training. Incumbent prepares and coordinates both short and long-range supply management and quality assurance programs for the Bureau, and develops criteria for evaluating the effectiveness of the program. The incumbent analyzes changes that need to made, and recommends to supervisor the most appropriate method of implementing such changes. He/She assists the supervisor in the administration of a complex aviation logistical support program that is made more difficult by the geographic dispersion of both contractor personnel and Office of Aviation personnel. Difficulties in lines of communication, transportation, host nation customs procedures, cultural and political coordination, and distance from the main operating facility in Florida further complicate the implementation of an effective aviation logistics support system for the counter narcotics program. 5. PHYSICAL DEMANDS Physical demands range from sedentary office conditions to temporary duty in the tropics or in mountainous high altitude terrain. Incumbent must be able to independently perform fieldwork in remote areas for extended periods without assistance. 6. WORK ENVIRONMENT Work is normally performed in an office setting, but may also be in the field for the purpose of observing operations and coordinating support. Fieldwork environments vary from hot, humid tropical surroundings at sea level to dry, high altitude Andean settings. Will be required to travel occasionally to perform duties at OCONUS field sites under primitive conditions. Some field sites have been declared hazardous duty locations due to hostile activities of the narco-traffickers and therefore pose significant risk of physical attack to the incumbent while at these sites. 7. EVALUATION CRITERIA Factor 1. (Contract Oversight). Offeror?s ability to: a. Perform oversight and evaluation of contractor logistical activities, to include reviewing contractor logistical procedures, and monitoring contractor and host nation logistical support. b. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award fee input. c. Provide logistical support direction and guidance to the contractor for the purpose of supporting the CN effort. d. Coordinate with Government representatives and supervise contractor personnel. Factor 2. (Assist the Logistics Management Specialist). Offeror?s ability to a. Assist the Logistics Management Specialist in directing and coordinating aircraft logistical support for the purpose of providing logistical support to the program. b. Provide instruction/guidance regarding logistical support for the CN program. Factor 3. (Develop, Coordinate, Organize and Implement Logistical support). Offeror?s ability to: a. Develop comprehensive aircraft logistical support systems and procedures. b. Coordinate/Organize aircraft logistical support systems and procedures. c. Implement Logistics and Material Support Plans, Standing Operating Procedures and provide direction and guidance to both contractor and host nation personnel. Factor 4. (Past Performance).
