Description
The Federal Highway Administration (FHWA) Office of Freight Operations has a need to study selected States? Overweight Commercial Vehicle permitting programs to determine their methods of operation and their procedures for issuing permits to commercial motor carries for oversize (OS) and overweight (OW) loads. The objectives of this study are to describe the basis (e.g. legislative, economic, environmental) for each surveyed State?s issuance of OS/OW permits to commercial motor carriers, define the scope of issuance activity (e.g. single-trip, multi-trip, season-specific, commodity-specific), identify where permitted OS/OW operations take place within the sample State, determine the extent to which commercial motor carriers seek permits and the major reasons, identify State methods for tracking OS/OW operations (if any), evaluate State screening preceding permit award, compare state permit fee structures, and determine how revenues from permit issuances are used. The contractor will develop and propose appropriate statistical methodologies to gather a robust sample of quantitative and qualitative information about various States? OS/OW permit operations. NO FURTHER SOLICITATION INFORMATION IS AVAILABLE AT THIS TIME. This solicitation, all related documents, and amendments, if any, will only be released and available electronically through the Electronic Posting System (EPS) at http://eps.arnet.gov under the ?EPS for Vendors? option followed by selection of the ?DOT? center. Accordingly, no written, telephone, facsimile or email requests for the solicitation package will be accepted. Be sure to ?Register to receive all notices from selected organization?. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the EPS website for any solicitation amendments. All responsible sources may submit a proposal, which shall be considered by FHWA.
