- Description
- The National Highway Traffic Safety Administration (NHTSA) intends to issue a competitive Request for Proposal (RFP) for services to conduct a national telephone survey that NHTSA administers on a periodic basis to obtain information on attitudes, knowledge, and self-reported behavior related to occupant protection issues. The areas covered include safety belts, child restraints, air bags, EMS, and crash injury experience. The survey is composed of two (2) questionnaires, each administered to a randomly selected sample of approximately 6,000 persons age 16 and older. This will be NHTSA?s sixth administration of the Motor Vehicle Occupant Safety Survey (MVOSS), which was initiated in 1994. Additionally, the offeror will be required to: 1) Submit four Research Notes, each 8 pages in length, that present key data from the survey concerning safety belts, air bags, crash injury/EMS, and child restraint use; 2) Submit five detailed survey reports to NHTSA: Volume 1 Methodology Report (which includes the survey questionnaires); 3) Volume 2 Safety Belt Report; Volume 3 Air Bags Report; Volume 4 Crash Injury/EMS Report; and Volume 5 Child Safety Seat Report; 4) Submit one copy of the database to NHTSA for direct PC use by NHTSA staff using SPSS software; 5) Submit a second copy of the database prepared by the Contractor for posting on the NHTSA Web site; and, 6) Submit detailed documentation concerning the elements and characteristics of the database to guide NHTSA and other interested parties in its use. It is contemplated that a Cost Reimbursement plus Fixed Fee type Contract will be awarded. The period of performance of this contract is nineteen (19) months from contract award. The solicitation and any documents related to this procurement will be available over the Internet, referencing the above solicitation number. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the FedBizOpps page is www.fedbizOpps.gov or www.eps.gov. The anticipated issuance date is on or about June 28, 2005. However, it is the Offeror?s sole responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Offerors also will be solely responsible for downloading their own copy of the solicitation and amendments (if any), and any other related documents.
