- Description
- The National Highway Traffic Safety Administration (NHTSA) intends to issue a competitive Request for Proposal (RFP) for services to identify and evaluate one or more approaches to carrying out nighttime enforcement of safety belt laws, with at least one of the intervention sites combining nighttime enforcement of safety belt laws with nighttime enforcement of the drinking and driving laws. The intervention(s) shall be evaluated in terms of practicality and ease of implementation as well as the impact on the nighttime safety belt usage rate. The site combining nighttime enforcement of safety belt and impaired driving laws will include alcohol evaluation measures in addition to the belt evaluation measures. A minimum of one additional site will include alcohol evaluation measures along with the belt evaluation measures, despite not implementing an impaired driving intervention, in order to assess spillover effects of nighttime belt enforcement on the level of impaired driving. The nighttime enforcement activity shall be implemented in a maximum of four communities. The communities shall be distinct geographic areas in which no fewer than 50,000 persons and no more than 300,000 persons reside. Most, if not all, of the communities shall be in States that have primary safety belt laws; and those laws must include coverage of pickup trucks. The sites shall be in unique media markets, and shall be in no fewer than two States. The offeror will either evaluate a different enforcement approach in each of the communities, or evaluate the same intervention approach in communities that differ on some key characteristic, or choose some combination of these assignment strategies. Enforcement interventions shall be high visibility enforcement. It is contemplated that a Cost Reimbursement plus fixed Fee type Contract will be awarded. The period of performance of this contract is forty-two (42) months from contract award. The solicitation and any documents related to this procurement will be available over the Internet, referencing the above solicitation number. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the FedBizOpps page is www.fedbizoOpps.gov or www.epsw.gov. The anticipated issuance date is on or about June 28, 2005. However, it is the Offeror?s sole responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Offerors also will be solely responsible for downloading their own copy of the solicitation and amendments (if any), and any other related documents.
