Description

The VA Network 22 Logistics Office, Long Beach, California intends to negotiate a sole source interim contract with Loma Linda University Health Care (LLUHC) - an affiliate; on behalf of VA Loma Linda Healthcare System (VALLHS)for emergent cardiac services to be perform at LLUHC. The anticipated interim contract will be for a six (6) month period. During the interim period, a solicitation will be issue for competitive bid to provide the same services (emergent cardiac surgery). The procurement is being conducted under the Authority of 41 U.S.C. 253(c)(2), FAR Part 6.302-2: The Authority applies under unusual and compelling urgency condition. Also, 41 U.S.C. 8153, Public Law 104-262, and 38 U.S.C. 8153 are applicable. 5. VA Loma Linda Healthcare System does not provide cardiac surgery services, and does not have the facilities, infrastructure, or staff to perform such surgery. Non-emergent cardiac surgery patients are referred to either VA San Diego Healthcare System or to VA Greater Las Angeles Healthcare System. Both facilities are located too far from VALLHS to provide emergent services. LLUHC is an affiliate, located near VALLHS, and have an excellent cardiac surgery team. VALLHS has been referring selective cases (most complex and urgent) to LLUHC in time of emergency. Accordingly, LLUHC is being utilized without competition for the interim contract period to maintain continuity of care while a long-term contract for emergent cardiac surgery can be competed and put in place. It is determined to be in the best interest of the government and the delivery of patient care.
