Description
Sources Sought Notice: The Air Force Flight Test Center (AFFTC), Edwards Air Force Base, CA is seeking potential sources capable of providing a Hypermod MMT28 S-Band and L-Band transmitters. The purpose of this device is to transmit weapon test data. The following is the description of the unit: Capable of transmitting multiple Advanced Range Telemetry waveforms: ARTM Tier II (Multi-h CPM), Tier I (SOQPSK), & Tier 0 (PCM/FM) Available in 6 and14 cubic inch packages 3x data capacity versus legacy transmitters ? up to 27.8 Mbps Spectral mask meets or exceeds IRIG 106-04 telemetry standards The Hypermod Transmitter is the only device capable of transmitting all three Advanced Range Telemetry (ARTM) waveforms including the spectrally efficient Tier II and Tier I modulation schemes. Combined with Hypermod demodulators, this new flight test telemetry system allows more efficient spectrum usage, higher data rates and a greater communication range. Hypermod MMT28 multi-mode airborne telemetry transmitter is distinctive in its ability to take full advantage of the spectrally efficient ARTM Tier I (SOQPSK) and ARTM Tier II (Multi-h CPM) waveforms, as well as the widely used ARTM Tier 0 (PCM/FM or CPFSK) waveform. Hypermod with this ARTM Tier I waveform has been proven to effectively use only one-half of the channel bandwidth of the Tier 0 waveform and supports data rates up to 27.8 Mbps. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide Hypermod MMT28 S-Band and L-Band transmitters. Firms responding to this synopsis must identify their company?s capabilities to perform the requirements described herein, reference the synopsis number and indicate whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1. The NAICS code is 334220. The Small Business size standard is 750 employees. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in July 2005.
