Description
Architect-Engineer Services are required for one Indefinite Delivery-Type Architect-Engineer (Surveying) Contract for the North Atlantic Division that may be used to Support Other North Atlantic Division Missions. This is an 8(a) HubZone set aside. The NAICS code for this requirement is 541330, which has a size standard of $4,000,000.00 in average annual receipts. These contracts are firm fixed-price. This announcement is restricted to qualified 8(a) and/or HUBZone firms. Firms shall also submit evidence that they are 8a or HUBZone certified. The contract will be for a base period of up to 12 months, with options to extend the contract for two additional periods of 12 months each. Individual task order will not exceed the $1,000,000.00 amount pe r period. The contract amount for the base period and any option period will not exceed $1,000,000.00 each. A firm-fixed price contract will be negotiated. PROJECT INFORMATION: Work may consist of performing a variety of Surveying, Mapping and GIS servi ces. The full range of services may include topographic, hydrographic, aerial and remote sensed (including photographic and LIDAR), geodetic, and cadastral surveys. Surveys may include utility investigation, monumentation, development of GIS data and dat abases, preparation of survey plats and legal descriptions including the associated research effort, preparation of drawings and computation of volume quantities for various project areas within the North Atlantic Division boundaries. Photogrammetric and remote sensed surveys may involve capture of planimetric features from rectified and non-rectified photography, satellite imagery, or other remotely sensed source materials. Surveys and map products shall be provided in digital format using AutoCAD release 2005. Some projects may require products in Microstation, ArchGIS Desktop format (Including Geodatatbase format). Topograhpic surveys that are provided in AutoCAD shall have existing contours produced by a network of the surveyed point data using Auto D esk Land Desktop software. The firm shall be able to acquire and provide multi-beam hydrographic data when requested. The firm selected shall have minimum of two (2) licensed land surveyors, one (1) Inshore Hydrographer, one (1) Certified Photogrammetris t, one (1) remote sensing/GIS specialist and one (1) database specialist/database programmer. The firm shall be capable of providing GIS attribute data and databases in the most current releases of ORACLE and MS-Access, and other SQL-compliant formats as requested. The firm shall adhere to the following USACE engineering manuals: Photogrammetric Mapping (EM 1110-1-1000), Survey Markers and Monumentation (EM 1110-1-1002), Hydrographic Surveying (EM 1110-2-1003), Topographic Surveying (EM (1110-1-1005), an d NAVSTAR Global Position System Surveying (EN 1110-1-1003). The firm shall be capable of providing data that conforms to the CADD/GIS Centers A/E/C CADD Standards and Spatial Data Standards for Facilities, Infrastructure and the Environment (SDSFIE) and Facility Management (FMSFIE). The majority of the work will be topographic surveys. Firm must, however, demonstrate an understanding and be experience with Geospatial Services. SUBMISSION REQUIREMENTS: Standard Form (SF) 330 for Architect-Engineer Qualif ications became effective 8 June 2004, and replaces SFs 254 and 255. The form has two parts: Part I  Contract-Specific Qualifications, and Part II  General Qualification. Although there has been a sligh t delay in the implementation, firms interested in the electronic submission of a Standard Form 330 Part II will soon be able to submit it to the Business Partn er Network (BPN) at www.bpn.gov. For a logon and password, firms will use their DUNS number and the Marketing Partner Identification Number (MPIN) they selected when registering on the CCR web site, www.ccr.gov. Part II is prepared on a branch office bas is, which aligns with the assignment of DUNS Numbers. Submission of the SF 330 Part II to the BPN is voluntary. However, it will increase a firms visibility in the Federal marketplace and may lead to opportunities for contracts that are exempt from publ ic announcement. Do not submit a SF 254 or a SF 330 Part II to the Architect-Engineer Contract Administration Support System (ACASS). ACASS will be modernized in late 2005 to retrieve the SF330 Part II data from BPN and make it available to contracting ag encies. Until then, agencies will require A-E firms to submit Parts II with Part I when responding to a solicitation of A-E Services. A Part II is required for each branch office of the prime firm and any subcontractors that will have a key role in the p roposed contract. After ACASS is modernized, contracting agencies have the option of requesting firms submit Part II with Part I or retrieving Part II from ACASS is a firm has one on file in BPN.
