Description
The Department of the Navy, Fleet and Industrial Supply Center Sigonella, Naval Regional Contracting Det Naples intends to award a follow-on Firm Fixed Price GSA order against GSA contract GS-35-F-4461G for the period of a one year from 1 October 2005 through 30 September 2006 to Science Applications International Corporation (SAIC), V10260 Campus Point Drive, M/S T2-B, San Diego, CA 92121 on a sole source basis, for technical and engineering support for base-wide unclassified and classified network interfaces including all installed systems, sub-networks and Internet Protocol (IP) connectivity, within NCTAMS EURCENT's geographical areas of responsibility (AORs). The contractor provides dedicated systems engineering support for base and regional level network architectures including upgrade planning, specifically the Navy?s ONE-NET, (formerly the Base Level Information Infrastructure, BLII) Overseas network. The functions performed include system engineering, systems planning, network management, network system administration, equipment maintenance, and program management. These support functions shall be applied to the existing base and regional infrastructure and to planning support for Asynchronous Transfer Mode (ATM) connectivity and future Internet Protocol (IP) based collaboration systems. The contractor participates in network configuration designs, provides decision design impact documentation, sets up monitoring stations and trains operator personnel in their usage, optimizes routing protocols to ensure all existing file servers communicate, ensures timely processing of distributed e-mail, and ensures centralized applications and centralized data stores maintain access to their required internal and external sites. The contractor is intricately involved in both the current network service (legacy) and the ONE-NET Network OCONUS wide. This task is the continuation of the implementation of the ONE-NET network OCONUS. This notice of intent is not a request for competitive proposals or quotes. Authority for other than full and open competition is FAR 6.302-1, ?Only one responsible source and no other supplies or services will satisfy agency requirements.? A determination by the government to not compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
