- SOURCES SOUGHT TO REMOVE AND DISPOSE OF LEAD BASED PAINT FROM FIREFIGHTER TRAINER FACILITIES. The Department of the Navy is seeking potential sources with the ability to Remove lead based paint from Firefighter trainers at the Center for Naval Engineering Learning Site (CNELS) in San Diego, California. The prospective contractors shall possess any certifications required by the Environmental Protection Agency and the State of California, as well as previous experience in the removal and disposal of Hazardous material. The Firefighter trainers currently have exterior staircases, walkways, main ventilation stack supports, P100 pump station, and a confidence chamber that was painted with lead based paint. The paint is peeling and needs to be removed and disposed of in a manner consistant with relevant EPA and California Environmental regulations. Sources shall be familiar with these regulations. Once the paint is removed, it must be disposed of in a manner required by the relevant regulations. The source will also be responsible for repainting the structure with a paint that will inhibit corrosion of the trainer areas were the lead based paint was removed. Prospective sources should refer to NAVAL AIR SYSTEMS COMMAND TRAINING SYSTEMS DIVISION SOO 040104 for tasking details. Written responses to this announcement should consist of the following: 1) A submission of your firm?s detailed capabilities to meet the requirements listed above, 2) Your firm?s degree of familiarity with: a) lead paint removal, b) Federal and local environmental regulations, c) Disposal of removed lead based paint, and d) Providing corrosion protection to large structures; 3) A discussion of any customary business practices that might affect the firm's fulfillment of the requirement or its relationship with the Navy customer; 4) A discussion of any potential participation by small, HUBZone small, small disadvantaged or woman owned small business concerns; and 5) A statement as to whether the firm responding to this announcement is a small business for the NAICS code that pertains to the product being offered. A set aside decision will be made based on submission of this data. This announcement is published for informational purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement.
