Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport intends to award a Firm Fixed Price contract to Instruments, Inc., San Diego, CA to conduct a modification concept study for the addition of an external voltage current monitor to the Inboard Power Supply (IPS) control panel assembly used to power the Outboard Transducer Array Assembly, part of the AN/WSQ9 Signal Analysis System, and provide a tested prototype. The basis for the sole source is that Instruments, Inc. is the designer and fabricator of the IPS units, and is currently under contract for additional units. An external IPS Voltage Current monitor is required to address a safety hazard associated with troubleshooting and isolating IPS failures. Presently, voltage and current monitoring test points used as troubleshooting aids are located behind the IPS Front Cover Assembly, which can expose technicians to electric shock. The external monitor must be form, fit and functionally representative of the corresponding baseline assemblies, which are currently built by Instruments, Inc. Their IPS units are the only power supply units that are ?submarine qualified? for use in the AN/WSQ9 system. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
