Description

The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1, with Central Mine and Equipment Co. to build an Auger Drilling Rig with Air Rotary and the controls for Rotosonic Coring. Based on EPA?s knowledge of the Auger Drilling Rig, there are features covered in the specifications that may have unique capabilities to particular vendors. These features include: 1) Rotary Torque 31,000 lbs or greater; 2)Retract Force 62,000 lbs or greater; 3) Pulldown force 33,000 lbs or greater; 4) Trailer mounted compressor system capable of producing 500 SCFM at 200 PSI, and 250' of drill stem for air rotary, a drill collar, and a drill bit for a 6"hole; 5) Hydraulic rod holder and breakout wrench; 6) Extruder for extracting cores. However, any firm believing itself capable of meeting the EPA?s requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
