- The NASA/Johnson Space Center (JSC) plans to procure security management and protective services at JSC, Ellington Field, Sonny Carter Training Facility and White Sands Test Facility (WSTF). This procurement is a follow-on to the current Security Support Services Contract the details of which are outlined below. The proposed Center Operations Protective Services Contract (COPS) will provide multi-site protective services, industrial and physical security, emergency response, risk assessment, vulnerability analysis, innovative and strategic security enhancements and upgrades, and badging operations at multi-state/multi-site locations. Activities will include the protection of JSC and WSTF people and resources through superior services by providing a safe and secure workplace. Other activities include maintaining a superior program of emergency response to all types of incidents while meeting all security standards, regulations and laws (federal, state, and local). This synopsis requests information from interested parties regarding their preferred contracting approach. Information received as a result of this notice will be used for acquisition planning purposes only. All responses shall be received by July 13, 2005. The current Security Support Services Contract (SSSC) has the following features: - Period of Performance: April 1, 2002 to September 30, 2005 (Currently a 1-year option to extend the period of performance to September 30, 2006 is currently being exercised which will include WSTF) - Contract Type: Cost Plus Award Fee, Completion Form - Contract Value (Cost + Award Fee): Approximately $41 million - Average Budget: $11.8 Million In an attempt to determine the contract approach for the new Center Operations Protective Services Contract, the Government is soliciting input from interested parties and asks that responses include, but are not limited to the following: Please address what changes from the current SSSC contract contracting approach, if any, you would suggest to the new COPS contract and why? For example: - Contract Types: NASA /JSC would be interested in your perspective on contract type. If you have specific experience with either a cost reimbursement or fixed price type of contract in support of a Security Contract, please provide your opinion and the pros and cons of this contract type and provide your opinion on the contract type on the existing Security Contract. - Performance Based Contracting: NASA/JSC would be interested in your perspective on a Performance Based Contract. If you have specific experience with Performance Based Contracts in support of a Security Contract, please provide pros and cons of this type and your opinion of the type of work on the existing Security contract that may be better suited for this contract type. Please include your experience and opinion of measurable performance standards as it relates to Performance Based Contracts. - Contract Period of Performance Duration: NASA/JSC would be interested in your perspective on how long the total contract period of performance should be and your views on option periods. - Contract Content/Structure: Is there a need for special clauses or additional information in the contract that would clarify and improve understanding of the requirements. - Performance Standards: In order to evaluate the successful offeror?s performance, what factors should be taken into consideration by the government - Performance Incentives: Please discuss your views regarding award fee and/or other appropriate incentives for contractor performance. Keep in mind that we are soliciting contract strategies that will promote competition by grouping and packaging logical functions in a way that promotes the synergism of work flow across contracts. What additional documents would you want to see on the COPS Procurement website ( http://procurement.jsc.nasa.gov/cops/ ) and included in the Technical Library? Documents currently on the website include: - Vision Statement - Statement of Objectives - Existing Statement of Work (JSC and WSTF) - Procurement Development Team List - Tentative Schedule - Anonymous Questions to the Contracting Officer - This option allows companies to submit ideas for consideration by the Government and does not mean that ideas or questions will not be considered and published No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. This synopsis is for information and planning purposes and is not be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Comments may be forwarded to Linda F. Riviera via electronic transmission only.
