- The Uniformed Services University of the Health Sciences (USUHS), Bethesda, MD, as an educational institution, intends to procure from Bell Industries and the Maryland Education Enterprise Consortium (MEEC) non-perpetual software license rights to use Microsoft products for the term of the contract. The agreement will support approximately 2000 faculty, staff (full-time employees) and students at the USUHS. The USUHS is a participating member in the consortium which allows for purchases of other Microsoft products through authorized participating vendors with significant cost savings. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR) Part 12-Commercial Acquisitions and FAR Part 13.5 supplemented with additional information included in this notice. This announcement constitutes the solicitation and a written solicitation will not be issued. Quotes are requested for the following Contract Line Item Numbers (CLINs): CLIN 0001-MEEC Microsoft Campus Agreement (Required Desktop) including MS Windows Professional Desktop Operating System (Upgrade Only); MS Office Professional and Office for Mac Professional; MS Visual Studio.NET Professional Academic and MS Core Client Access License (CAL) for 1,022 USUHS campus full time employee faculty and staff desktops-Qty. 1022; CLIN 0002- MEEC Microsoft Campus Agreement (Student Option) for students? personal machines including MS Windows Professional Desktop Operating System (Upgrade Only); MS Office Professional and Office for Mac Professional; MS Visual Studio.NET Professional Academic and MS Core CAL for 869 students. The period of performance for the base contract is 8/1/05 through 7/31/06 including four option years. The DELIVERABLES: The license rights shall be delivered to the University Information Systems Directorate, USUHS. F.O.B: Destination. WARRANTY: The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government?s rights under the Inspection clause nor does it limit the Government?s right with regard to the other terms and conditions of the contract. FAR CLAUSES AND PROVISIONS: The provision of FAR 52-212-1, Instruction to Offerors - Commercial Items and FAR 52.212-2 Evaluation-Commercial Items applies to this acquisition. Any resulting order will be issued to the successful contractor offering the best value of the Government. Evaluation factors considered shall be technical capability and price. Technical capabilities are significantly more important than price. Failure to provide the information relative to each evaluation factor may render offer non-responsive. 1) TECHNICAL CAPABILITY: Technical capability will be based on product literature, technical features and/or warranty provisions. Each offeror is required to submit licensing (if applicable), descriptive literature, or other documentation, manufacturer or brand name and Part No. of the item, and show how the offered product meets or exceeds the requirements. 2) PRICE: Offerors shall provide a FFP for each line item for the base year and four options. Offerors shall include a complete copy of the provision at FAR 52.212-3, Offeror/Representation and Certifications-Commercial Items.
