Description
The U. S. Coast Guard requires overhaul services for the items specified, on an as required basis for a one-year base period beginning at date of award; with four one-year option periods renewable annually. The resulting contract will be firm fixed price. This requirement is for the overhaul of the following: (CLIN 1) Air Speed Indicator, NSN 6610-01-HS1-5455, P/N-38105-202, or NSN 6610-01-263-1400, P/N 532-38105-202, Mfg Cage Code 89944, Qty 30 each, (CLIN 2) Altitude Alerter, NSN 1680-01-201-5691, P/N-540-25100-004, Mfg Cage Code 89944, Qty 15 each. CLIN 2 is flight critical to the USCG Mission. This requirement will be satisfied using commercial acquisition procedures as describe in FAR Part 12, and FAR Part 15. This requirement is being satisfied through the use of “Best Value” evaluation methods. Contract award will be made to that offeror who provides the best overall value to the Government in terms of the evaluation factors listed in descending order of importance as follows: Past Performance consisting of; (1) Experience in performing the required overhaul on components listed, (2) Quality Deficiency Reports, and (3) Delivery Data to include on time delivery rates. These factors when combined are significantly more important than price. Offerors must as a minimum achieve a satisfactory evaluation for past performance in accordance with FAR Part 12.301(c). This procurement is set aside for small business. The NAICS code is 336413 and the size standard is 1000 employees. The units will be overhauled and then shipped to the USCG, Aircraft Repair and Supply Center, Elizabeth City, NC. 27909-5001 unless otherwise directed. The Coast Guard intends to award multiple contracts for these services. Overhaul shall be accomplished in accordance with the Original Equipment Manufactures (OEM) specifications. The Coast Guard does not own nor can it provide specifications, drawings, or data for the rework of these items. Required delivery date is 45 days after receipt of material and the FOB point is destination. Offerors must possess a current FAA or OEM certification for the overhaul of the components specified, and provide a copy of the certification with their offer. All responsible small business sources may submit a proposal, which will be considered by this agency. The solicitation will be issued on or about 6 June 2005 and will be available for download at FedBizOps at www.eps.gov or can be obtained by E-Mailing or Faxing a written request to dwalton@arsc.uscg.mil or 252-335-6452 (Fax). Notice to Offerors: It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolve them, where possible, without expensive and time consuming litigation. Potential offerors who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer.
