Description
On or about Tuesday, June 21, 2005, plans and specifications will be available at a cost of $100 per set (CERTIFIED CHECK OR MONEY ORDER, PAYABLE TO DISBURSING OFFICER, U.S. POSTAL SERVICE) from the Northeast Facilities Service Office, 6 Griffin Road North, Windsor, CT 06006-0300. Plans may be picked up at this address between 8:00 a.m. and 5:00 p.m., Monday through Friday, or by requesting this solicitation package in writing to Northeast Facilities Service Office, Attention: Margaret M. Zorn, Facilities Contract Specialist, Sr., 6 Griffin Road North, Windsor, CT 06006-0300. Work includes, but is not limited to, providing all labor, materials, and equipment to remove existing switchgear equipment in a phased operation and replace it with a new automated 23KV service entrance structure, underground conduit, rooftop transformers, and indoor distribution of electrical power at the Buffalo Processing & Distribution Center, 1200 William Street, Erie County, New York. The estimated cost of the work is between $2,000,000 and $3,000,000 with construction completion no later than five hundred forty (540) calendar days after receipt of the Notice to Proceed. Award of this contract will be based on best value. In order to be considered, contractors must complete and submit Technical Qualification Package along with their price proposal. There will be a pre-proposal meeting for this project held Thursday, June 30, 2005 beginning at 10:00 at 1200 William Street, Buffalo, New York. Attendance is not mandatory but is strongly recommended. On-site visits can be arranged by contacting James Rusiniak, USPS Manager, Maintenance Operation, at (716) 846-2381. Technical inquires are to be addressed to the Project Manager, Richard Szudzik at (716) 695-3841 or Project Architect Robert Stelianou of Trautman Associates at (716) 883-4400. This is not a formal invitation for bid, therefore, no bid bond or proposal guarantee bond is required. All offerors will be required to submit a Company Health and Safety Plan which will be part of the evaluation process. Prior to award the successful contractor will be required to submit a Project Safety Plan and a Draft Small, Minority-Owned and Women-Owned Business Enterprise Subcontracting Plan acceptable to the USPS Contracting Officer. The successful offeror will be required to submit a monthly subcontracting report with monthly pay requests. Since construction time will exceed sixty (60) days, contractor is bound by Contractor’s Screening Requirements. PROPOSAL ARE DUE TUESDAY, JULY 19, 2005 AT 4:00 P.M.
