Description
OR PFH 163-1(6), Historic Columbia River Highway Gutter Restoration, Columbia River Gorge National Scenic Area, Multnomah County, Oregon. THIS SOLICITATION IS OFFERED FOR FULL AND OPEN COMPETITION ON AN UNRESTRICTED BASIS. The solicitation will be issued under Federal Acquisition Regulations (FAR) Part 15 Contracting by Negotiation. The Government will award a firm-fixed price contract to the responsible offeror whose offer, conforming to the Request for Proposal (RFP), will be the Best Value to the Government, price, and other factors considered. THE EVALUATION AND AWARD CRITERIA WILL BE PUBLISHED PRIOR TO ISSUING THE SOLICITATION. THIS WORK CONSISTS OF 9.58 Miles of rehabilitation, restoring and documenting the original roadway drainage gutters, curbing and historic sign, repairing two retaining walls, reducing the pavement edge drop-offs by removing (milling) the existing pavement height and replacing with a pavement overlay. THE PROJECT INCLUDES construction survey & staking; contractor quality control & assurance, contractor sampling & testing; construction schedules, 700 Lin Ft Soil Erosion control devices, 11,400 Lin Ft Excavation & Embankment (Ditch Excavation by Hand), 220 Sq Yd Earthwork Geotextiles, 810 Sq Ft Mechanically Stabilized Earth retaining walls, 10,300 Sq Yd Road Reconditioning, 230 Ton Minor crushed aggregate, 15,200 Ton Superpave Hot Asphalt Concrete Pavement, 2,300 Ton Minor Hot Asphalt Concrete pavement, 54 Ton Aphalt Prime Coat surface treatment, 11,200 Ton Asphalt Pavement Milling, 380 Lin Ft Culverts, 4 Each Catch Basins, 12,333 Lin Ft Curb & Gutter, 4,140 Lin Ft Guardrail, 1 Each Permanent Traffic Control Device, 94,000 Lin Ft Permanent Pavement Markings and other smaller items of work. PROJECT IS LOCATED approximately 22 miles east of Portland, Oregon. Work shall be completed by October 31, 2006. Estimated PRICE RANGE is between $1,000,000 and $5,000,000. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. The DOT Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOTs Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
