Description
The Government intends to negotiate a Firm Fixed Price Contract to procure lodging, meals, conference rooms, and other related services in support of NATO Exercise Eloquent Nugget in the Washington DC area as required by the U.S. Joint Forces Command located in Norfolk, Virginia. This requirement will be procured in accordance with FAR 13.5, Test Program for Certain Commercial Items (Clinger-Cohen). The period of performance for the resultant contract will be from 4 June 2005 through 18 June 2005. The North American Industry Classification System code is 721110, Hotels and Motels. Contract line items are as follows: CLIN 0001, Lodging, 50 single rooms between 6 and 18 June 2005; CLIN 0002, Breakfast Meals to support 50 individuals 7 – 18 June 2005; CLIN 0003, Lunch Meals (Banquet Style) to support 50 individuals on 7 and 14 June 2005; CLIN 0004, Lunch Meals (Buffet or Deli Style) to support 50 individuals on 6, 9, and 18 June 2005; CLIN 0005, Dinner Meals (Utilizing Voucher Coupons) to support 50 individuals on 6, 7, 9, 11, 13, and 15 June 2005; CLIN 0006, Conference Area to support 100 individuals for the period of 7-10 June and 14-17 June 2005; Morning Break Services to support 50 individuals on 7, 9, 10, and 14 June 2005; CLIN 0008, Afternoon Break Services to support 50 individuals on 7, 8, 10, 14, 15, and 16 June 2005; CLIN 0009, Audiovisual/Technical Support for the period of 4 – 18 June 2005; CLIN 0010, Lodging, 3 single rooms between 4 and 18 June 2005; CLIN 0011, Lodging for Bus Drivers, one double-occupancy room between 5 and 18 June 2005; CLIN 0012, Ice Breaker Social (Food and Conference Room) to support 60 individuals on 7 June 2005; and CLIN 0013, Formal Dinner Services and Ballroom to support 75 individuals on 8 June 2005. The solicitation, which will contain the Statement of Work and the evaluation factors, is expected to be posted to the Federal Business Opportunities website on or around 16 May 2005. The contract resulting from the solicitation will be awarded to the responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government, price and other factors considered. The offerors proposal shall be in the form prescribed by this solicitation and shall contain a response to each of the areas identified. In accordance with the provision at FAR 52.212-2, Evaluation, Commercial Items, each offer will be evaluated on the following two factors: demonstration that the hotel meets the requirements set forth in the Statement of Work and price. Demonstration that the hotel meets all requirements is considered to be more important than price. Note that the minimum requirements are that the hotel be rated at 3-1/2 stars or above (using the Mobil Travel Guide Star Rating System), be located within a 4-mile radius of the Pentagon, have adequate parking facilities to accommodate 2 large, coach-type busses, and be able to provide a ballroom and all rooms, meals, conference rooms, and audiovisual support. Potential offerors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at http: www.fedbizopps.gov as this office no longer issues hard-copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency.
