Description
This project will provide for a Design Build and Construction through a Best Value Source Selection to construct the following: Upgrade Post 2 at Naval Air Station, Oceana, Virginia Beach, VA: Replace the existing gate structure; install cable-reinforced security fencing with concrete anchors surrounding the revised gate location; demolish the old guard house and building 1420; construct hardened guard house with restroom, closed circuit television (CCTV), local area network (LAN), and base-wide duress alarm systems; provide hardened back-up generator; construct guard house canopies with security lighting and signage; install a second inbound lane from the corner of London Bridge Road; upgrade surrounding site lighting; provide elevated control lane islands with bullnose protection, permanent passive barriers from gates to active vehicle barriers, two active vehicle barriers located in the inbound and outbound lanes, raised traffic medians; fighting position (for armed personnel); construct inspection and rejection area for vehicles; provide access control location for I.D. card reader. Upgrade Gate 5 at Naval Amphibious Base, Little Creek, Virginia Beach, VA: Replace the existing gate structure; install cable-reinforced security fencing with concrete anchors surrounding the revised gate location; demolish the old guard house; construct hardened guard house with restroom, closed circuit television (CCTV), local area network (LAN), and base-wide duress alarm systems; provide hardened back-up generator; construct guard house canopies with security lighting and signage; upgrade surrounding site lighting; provide elevated control lane islands with bullnose protection, permanent passive barriers from gates to active vehicle barriers, active vehicle barriers located in both inbound and outbound lanes (six total), raised traffic medians; fighting positions (for armed personnel); construct inspection and rejection areas for privately owned vehicles (POVs) to include a shelter for the inspector and vehicle occupants; demolish and relocate the sidewalks and install pedestrian turnstiles & provide access control location for I.D. card reader. In addition, the project will relocate the traffic signal pole at the northeast corner of the intersection, and add a third lane entering and exiting. The following will not be Design Build: Project will upgrade/relocate Gate 5 located at Naval Station, Norfolk, VA: These upgrades/relocation will provide the proper Combating Terrorism (CT) measures required for current security and terrorist threats. Construction will consist of the following: security gates; cable reinforced ornamental security fencing with concrete anchors; removal of existing guard house; hardened guard house with head facilities, conduit for closed circuit television (CCTV), local area network (LAN), and basewide alarm duress system; pump station to accommodate new guard house head facilities; guard house canopy with security lighting and signage including directional lighting; electronic billboards located both eastbound and westbound; three elevated control islands with bullnose protection; site lighting; inspection/pull-off lane for privately owned vehicles; barriers; active vehicle barriers located in both inbound and outbound lanes; elevated firing position; provide three inbound lanes and two outbound lanes of traffic from the intersection of First Street to the intersection of Hampton Blvd.; provide new back entrance for Building #CEP 177 to Main Gate to allow for controlled access to perform inspections of tour buses before they enter the base without blocking the inbound traffic flow; hardened back-up generator; relocate steam line adjacent to 8 Avenue at CEP 58 and sidewalk on the inbound side. Gate will be located at installation perimeter to allow the base to be closed. Offerors will be evaluated on both technical and price proposals. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Proposers should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. However, the Government may contact proposers for the purpose of clarifying aspects of their proposal. The Government also reserves the right to enter into discussions if deemed necessary, and if discussions are conducted the proposers will be afforded the opportunity to revise their proposals. This will be a Two-Phase process. In Phase one, the request for proposals and plans and specifications will be issued approximately 09/03/2004 for the NAB Little Creek and NAS Oceana Gates. The receipt date of Technical Proposals is approximately 10/05/2004. Request for proposals and plans and specifications, for the Naval Station Norfolk Gate, will be issued approximately 10/21/2004. In Phase two, the receipt date for Technical and Price proposals for all three Gates is 11/30/2004. This project involves three (3) individual Bases that will result in three individual awards to the same Contractor. This solicitation is available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website.
