- USACE, Engineer Research and Development Center (ERDC), Coastal and Hydraulics Laboratory, proposes to issue a sole source award to Oceanweather, Inc., 5 River Rd., Ste. 1, Cos Cob, CT 06807-2717. The purpose of the proposed work is to complete the forensic study for the North Pacific Basin and produce accurate wind fields needed for input to the hindcast modeling system. TASK 1: Complete Forensic Study. The forensic study for the North Pacific Basin will be completed by utilizing the updated QuikSCAT data base to estimate the systematic wind speed and direction errors in background wind fields, west and east the Internat ional Dateline Statistical algorithms will be applied to minimize such errors insofar as possible and will be applied to the complete year 2000 wind fields and delivered as so called Level 2 winds fields (Tasks 2 and 3). TASK 2: Process Setup and Generation of basin-scale Wind Fields for Year 2000. Basin-scale wind fields for all months of 2000 will be generated for use in testing numerical models and model set-up. Wind fields will cover area from Latitude -64.0 to +64. 0 and Longitude 110.0 East to 60.0 West with 0.5R resolution at temporal resolutions of 3-hour. Winds will be adjusted with full N. Pacific QuikSCAT corrections (Task 1), converted to neutral stability, and be blended to the WIS grid using IOKA. Tropica l cyclones will be blended over the full domain at the IOKA step. A special wind field for March of 2000 will include all the previous adjustments plus buoy integration and kinematic analysis for 9 storms. TASK 3: Generation of 9 Years of Wind Fields. Applying the process established in Task 2, nine additional years of basin-scale wind fields will be generated to complete ten years (1995-2004) of wind fields. Wind fields will cover area from Latitude -64. 0 to +64.0 and Longitude 110.0 East to 60.0 West with 0.5R resolution at temporal resolutions of 3-hour. Winds will be adjusted using full N. Pacific QuikSCAT corrections, converted to neutral stability, and be blended to the WIS grid using IOKA. Tropic al cyclones will be blended over the full domain at the IOKA step. Service Delivery and Summary. The deliverable will be in the form of digital wind fields described in Tasks 2 and 3 and provided on a CDROM. The wind fields should be delivered no later than 30 June 2005. A firm-fixed price award will be made utilizing the Simplified Acquisition Procedures. Any other responsible source able to provide the services is encouraged to respond to this announcement within 7 days after its publication. This is not a request for quotations and there is no solicitation available at this time.
