- 1. The title of this requirement has been corrected to read: "HQ Pacific Air Forces (PACAF) Force Protection Program" 2. There are no further changes. A. Non-Personal services: The subject requirement requires the contractor to provide on-site support at HQ PACAF in developing, implementing, and managing a wide range of DoD and Air Force mandated force protection programs to include, but not limited to, the following: 1. Provide teams of analysts capable of conducting Systems Effectiveness Assessments (SEA) at selected PACAF military installations. SEA will comply with PACAF SEA guidelines. 2. Provide teams of analysts to review current Full Spectrum Contingency Plans (FSCP), and to develop or update FSCP to meet current DoD and USAF standards. 3. Provide teams to conduct Force Protection Red Team Assessments at selected PACAF Installations. PACAF installation Force Protection Red Team Assessments will comply with established USAF and PACAF guidelines. 4. Provide mobile training teams (MTT) to conduct AT/FP Training Program to include but not limited to AT/FP Level II course, planning and vulnerability/foreign airfield assessment processes at selected PACAF installations. MTT instructors must meet instructors’ certification in accordance with AFI 10-245. 5. Provide MTTs to conduct Air Expeditionary Training requirements to instruct core ground combat skills tactics, techniques and procedures for all PACAF security forces squadrons. POI will have a combination of classroom and practical exercises. Certain courses will require instructor certifications from the equipment manufacturer, State or Federal levels. 6. Provide MTTs to instruct police service tactics, techniques and procedures for all PACAF security forces squadrons. Principles of instruction will have a combination of classroom and practical exercises. Certain courses will require instructor certifications from the equipment manufacturer, State or Federal levels. 7. Provide on-site senior security analyst support at HQ PACAF to assist in developing, implementing, managing various command security forces’ force protection programs. B. The estimated contract start date for the resulting contract is 4 Sep 05 or thereabout. The anticipated performance will be one (1) basic year plus four (4) option years. C. Security clearances required are as follows: Senior Security Analyst, Top Secret; SEA Team, Top Secret; Red Team, Top Secret; AT/FP Training, minimum Secret; AEF Training, minimum Secret; Police Service Training: minimum Secret; FSCP: minimum Secret. D. This requirement will be procured as a commercial item using the Best Value/Tradeoff Process pursuant to FAR Part 12. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
