Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Molecular Biology (LMB) intends to negotiate a contract on a sole-source basis with Synergos Inc., 2202 Timberloch Place, Suite 230, The Woodlands, TX 77380. The contract is for the clinical trial management of two ongoing Phase I studies of SS1PE38, and is expected to be a cost-reimbursement contract of six months with two (2) six month options. This acquisition shall complete work begun under a terminated Cooperative Research And Development Agreement. Specifically, the Contractor shall provide monitoring, project management, data management, statistical services, and regulatory support for two ongoing Phase I clinical trials investigating SS1PE38, an Investigational New Drug developed in the LMB. Synergos, Inc. has developed the monitoring systems and compiled the patient data for these two clinical trails. Accordingly, Synergos, Inc. meets the requirements of the FAR 6.302-1 (a)(2), in that they are the only responsible source that will satisfy the agencies requirements without significant cost in the loss of time and materials already invested the development of monitoring systems and data collection. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet all the requirements, it may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. The estimated period of performance is August 2005 through February 2006 with two six month options. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. Numbered Note 22 applies. Collect Calls not accepted.
