- This is a Sources Sought Notice (not a presolicitation notice pursuant to FAR Part 5) to identify sources that can provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to providing operating staff for management and administration of a Department of Defense international education program. Services may or may not include all of the following: (1) general and specialized English instruction; (2) English as a second language training program technical guidance and consultation; (3) curriculum development; (4) multimedia learning resource center management; (5) student administration; (6) policy and plans development and interpretation; (7) budget formulation; (8) budget execution; (9) oral proficiency assessment; (10) testing program management; (11) interactive courseware development; (12) security clearance program maintenance; (13) warehousing and processing of training materials; (14) instructional materials reproduction; (15) personnel administration; (16) non-academic assistance; (17) feedback program administration; (18) internal inspection; (19) international student training program management; (20) educational publication storage and retrieval; (21) educational publication preparation; (22) information program management; (23) information technology customer service; (24) network security assurance; (25) website maintenance; (26) information technology inventory accounting; (27) overseas traveler preparation; (28) commander support; (29) VIP visit/social event coordination; (30) general officer graduation ceremony coordination; (31) recording studio operation; and (32) facilities maintenance. A brief description of the preceding services follows: (1) General and Specialized English Instruction--Instructs non-native speakers in English language using internally developed curriculum and tools; instructs in traditional classroom as well as multimedia laboratory environments; develops student awareness of American English along with American cultural values, government, and military system; develops lesson plans and adjusts based on English proficiency of students; instructs in specialized English, which integrates language from learning scenarios germane to expected follow-on training (e.g., flying training, public affairs, supply, divemaster, etc.); conducts Oral Proficiency Interview to determine if student is ready for follow-on training; instructors may volunteer for temporary duty at overseas English language training locations; 2500 students per year; up to 10 students per class. (2) English as a Second Language (ESL) Training Program Technical Guidance and Consultation--Assists Security Assistance Officers and defense attaches in setting up and/or updating ESL programs at overseas Language Training Detachments (LTDs) as well as some stateside organizations (e.g., Naval Post Graduate School, National Defense University, certain school districts in Nevada and Georgia); Mobile Training Team of instructors visits LTD to provide guidance for Americans responsible for implementing the Security Assistance program; adheres to both DoD and State Department requirements; assesses technology, training, and curriculum to satisfy Combatant Commander training plan; instructs students at LTD; trip can last up to 179 days; evaluates ESL program and offers recommendations for improvement; works with up to 110 nations with ESL program. (3) Curriculum Development--Creates general English language training materials; works with subject matter experts to create specialized technically-specific English language training materials appropriate for various follow-on training programs; continuously revise and update materials to reflect current terminology and employ modern graphics, all based on latest plan of instruction; 250 publications; (4) Multimedia Learning Resource Center Management--Operates two computer labs with courseware required for English language training modules outside traditional classroom setting; labs open during the academic day; operates nine labs where computer-based tests are administered; broadcasts video instructional sessions and briefings into dormitories during off-duty hours; maintains small student library; 2500 students per year. (5) Student Administration--Builds, updates, and maintains training folder on each student’s enrollment and academic standing during training; in-briefs new students; produces transcripts and diplomas; arranges student transportation back home or to follow-on training after graduation; provides vehicle registration and identification card for students, using Defense Enrollment Eligibility Reporting System (DEERS) computer terminal; 2500 students per year. (6) Policy and Plans Development and Interpretation--Researches policy questions posed by Commandant; writes and delivers bullet background papers, talking papers, final reports, briefings, etc. describing findings; proposes policy to react to changing environment in Defense English Language Program; advises commandant on policy and planning issues; develops five-year plan for organization. (7) Budget Formulation--Plans and justifies organization’s annual budget by assessing fiscal needs; produces budget plan to send to Air Education and Training Command (AETC) for advocacy through Air Force (AF) budgeting process. (8) Budget Execution--Distributes multi-million dollar budget received from AETC each fiscal year; obligates and tracks expenditures; key areas of concern are travel pay and civilian pay; works with Air Force Security Assistance Training, who collects money from International Military Education and Training Program sales; processes proceeds from Foreign Military Sales Program as well as instructional materials sold to American schools and colleges. (9) Oral Proficiency Assessment-- Interview students near graduation to determine if they have necessary English language skills to operate in more language-intensive training environments; usually conducted face-to-face but can be accomplished telephonically, this interview assesses speaking and listening ability according to Interagency Language Roundtable Skill Level Descriptions; 1100 per year. (10) Testing Program Management--Maintains and updates test bank with 2500 items; creates 8 test forms of 800 items each year; formats include computer adaptive tests, paper and pencil multiple choice tests, English Comprehension Language (15 per yr; administered only by US personnel) and American Language Course Placement Test (5 per yr; may be administered by foreign testers); requires knowledge of tests and measures and statistical methods for determining test reliability and validity; secures tests to prevent test compromise. (11) Interactive Courseware Development--Produces interactive courseware to supplement basic curriculum for general and specialized English language training and also to enhance curriculum materials; some courseware sold overseas; uses Toolbook II Instructor V.8 software to create media; work requires programming skills. (12) Security Clearance Program Maintenance--Ensures all employees provide their personal information according to security requirement for initial security clearance or periodic reinvestigation; maintains local files for Security Forces check; ensures travelers have at least interim clearance; houses Joint Personnel Adjudication System secure computer terminal for applicant use; 25 Electronic Personnel Security Questionnaires per year. (13) Warehousing and Processing of Training Materials--Receives, inventories, and packages orders for instructional materials; picks from warehouse inventory to assemble orders according to customer requirements; quality checks items before packaging; builds container of orders and places on pallet ready for shipping; TMO picks up packages. (14) Instructional Materials Reproduction--Uses dubbing machines to mass produce audio cassettes; uses computers to burn copies of instructional compact disks; this shop does not print books. (15) Personnel Administration--Processes promotions, pay actions, awards, changes of personal information, retirement certificates, anniversary pins, time off awards, training certificates, employee leave; maintains personnel records; manages Unit Manpower Document and staffs organization change requests and authorization change requests; 299 civilian employees. (16) Non-Academic Assistance--Provides 24/7 presence for student needs; arranges medical and dental appointments; assists with family affairs; provides information regarding expectations for discipline and fitness; executes 3-day per week physical training and testing program; arranges for quarters both on-base and off-base per individual requirements, assisting with establishing utilities and accounts if necessary; helps students adjust to life outside the classroom; counsels students; prepares students for graduation ceremony; 2500 students per year. (17) Feedback Program Administration--Internal and external feedback gathering through end-of-course and follow-on surveys and questionnaires that evaluate student training experience; reports results and provide recommendations for continuous improvement of training program; five field evaluation visits per year to sites where graduates go for follow-on training. (18) Internal Inspection--Ensures school house is compliant with applicable regulations for Defense English Language Program by conducting internal reviews using checklists; builds case for continued accreditation through Commission on English Language Program; conduct staff assistance visits upon request; answer findings of AETC/IG audits. (19) International Student Training Program Management--Coordinates training program with Security Assistance Officer (SAO) for each country enrolling students; determines student proficiency and places student in appropriate program; works with foreign counterparts and sponsoring US military departments to report student progress, adjusts training as necessary, and coordinates follow-on training; manages foreign officers in other Lackland AFB work centers; provides information to other US govt. agencies tracking security; 2500 students per year. (20) Educational Publication Storage and Retrieval--Provides storehouse and retrieval for English language training materials; updates training materials list semi-annually; 507 active files, 76 inactive files. (21) Educational Publication Preparation--Edits text materials for classroom use; creates electronic back-up files of course materials; checks materials to ensure references and examples are up-to-date; prepares package to send to printer; trains course writers on In-Design graphics software; reviews materials when received from printer to assure quality of product. (22) Informational Program Management--Schedules and coordinates tours and local events with American Members of International Goodwill to Others (AMIGO) volunteers to introduce students to American culture and social environment; recruits AMIGO volunteers; Congressionally directed activity to ensure international students leave with awareness and functional understanding of human rights and American democracy; 225 events per year. (23) Information Technology Customer Service--Operates a help desk to provide users assistance in resolving a variety of user hardware and software maintenance issues (email, passwords, software, hardware, network, etc.); users may request modifications to individual software programs; Track-It program is an off-the-shelf computer software program used to record and monitor work orders; 300+ users. (24) Network Security Assurance--Installs electronic mechanisms to prevent compromise of school house network; monitors network to ensure usage meets Air Force standards; no formal tracking mechanism is in place to track Network Security/Updates, however the Track-It program could be used with no modification. (25) Website Maintenance--Internet Service Provider is contracted but school house employee updates both pages; web page administrator receives and answers approximately 12-15 questions per week through email link provided on web pages; annually updates curriculum catalog on website; posts internal and external items of interest on website, including conference notes and photos from the Bureau for International Language Cooperation (BILC); no formal tracking mechanism is in place to track Website Maintenance, however the Track-It program could be used with no modification. (26) Information Technology Inventory Accounting--Performs annual inventory of accountable items and software licenses; ensures all accountable information technology items are labeled; establishes work center location of items; maintains record of service and turn-in of items; maintains signed form for each item used outside the office; secures licensed copies of software. (27) Overseas Traveler Preparation-- Ensures traveler has necessary passport, orders, medical check, credit card, training, security clearance, etc. that would be needed for his/her temporary duty overseas; assists travelers who need administrative assistance when overseas such as resolving pay issues, billeting, transportation, etc.; approximately 162 travelers per year. (28) Commander Support--Monitors and tracks organizational taskers until completion; tracks correspondence requiring signature or approval by Commandant; issues parking decals; focal point for overseas phone calls and faxes; provides tri-service military personnel support; assigns additional duties to military members; maintains publications, forms, and files, updating them annually; 100 correspondences per month, 30 taskers per month. (29) VIP Visit/Social Event Coordination--Coordinates between school house and billeting, transportation, and Wing Protocol Office to ensure visit follows expected schedule. Data collection systems are informal, however needed information can be extracted and used to populate a formal data collection tool. (30) General Officer Graduation Ceremony Coordination--Arranges graduation for General Officers attending school house; graduate visitors include O-6 equivalent students and other dignitaries as invited; the 37th TW CC is involved with this graduation; this is a scripted ceremony that includes presentation of certificates from the Governor of Texas. (31) Recording Studio Operation--Records, masters, and edits audio materials used for English language instruction; updates auditory training materials to reflect curriculum changes. (32) Facilities Maintenance--Performs minor repairs and renovations to school house’s 17 facilities and 16.5 acres of grounds to include adjusting thermostats, painting, changing light bulbs, cleaning, grass cutting, trimming, planting, watering, etc.; campus tends to have more stringent guidelines for appearance than 37th TRW to maintain positive impression on students and distinguished visitors; dormitories and dining facility are maintained by 37th TRW; school house relies on 37th TRW for major renovation and repair projects. Services rendered shall conform to the highest standards in accordance with applicable Air Force and Department of Defense publications. This survey is to determine the capability of potential sources and the availability of commercial sources and services pursuant to FAR Part 10. This notice is for informational purposes only and does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this survey. Large and small businesses are encouraged to participate in this survey. Interested firms are also encouraged to consider partnering with Service Disabled Veteran Owned Small Businesses (SDVOSB), Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs), and Historically Underutilized Business (HUBZone) firms for responses to this sources sought. In addition to the size of business, indicated all classes of business(es) that fit your firm; i.e. Small Disadvantaged, Veteran-Owned, Woman-Owned, etc. Responders do not necessarily need to be capable of performing all 32 of the tasks listed, but should indicate which ones they are capable of performing. Responses must be received no later than 1 July 2005.
