Description

The complete Solicitation my be requested via email to rkessler@comdt.uscg.mil; Please reference the Solicitation Number, HSCG23-05-R-DAV334, in your email. This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Coast Guard (USCG) will accept proposals for a leased aircraft in accordance with this notice. NAICS code is 336411. The ideal unit will be immediately available to enter service at the USCG Air Station Washington (ASW), Ronald Regan National Airport. The USCG intends to award one firm fixed price contract using FAR Part 15 procedures for the lease of an aircraft, to include an option to purchase, which provides the best value in accordance with this notice. The USCG intends to evaluate proposals as submitted and make an award without any discussions. Offerors must submit, as part of their proposal, information sufficient to: 1. Assess their capability to perform the services specified in this notice, and 2. Clearly demonstrate how the offered aircraft meets the requirements of this notice. Submit additional information as follows: 1. Draft Maintenance Plan, all inclusive. (CLIN 00002A), and/or 2. Draft Maintenance Plan, Supplemental Maintenance. (CLIN 00002B) 3. Configuration Plan Outline, to include Delivery Date. 4. Fair Market Value of Aircraft, at the end of each contract period. 5. Aircraft Maintenance Records. 6. Interior photographs to include proposed placement of equipment items, Exterior photographs of the aircraft, and Interior layout diagram. Offerors shall submit information relevant to the evaluation factors listed in FAR Clause 52.212-2. Technical capability is of the greatest importance with remaining factors listed in descending order of importance. All evaluation factors (other than price), when combined, are significantly more important than price. Offerors are advised that, as technical ratings become more equal among competitors, prices will become more significant; however, the government reserves the right to award to a higher priced proposal if deemed the overall best value to the government. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of an offerors proposal. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Coast Guard shall award ONE (1) contract resulting from this solicitation to the responsible offeror whose offer conforming to this notice will be most advantageous to the Coast Guard, price and other factors considered. The Coast Guard reserves the right to limit the competitive range for efficiency to no more than three (3) most highly rated proposals. Proposals shall be evaluated as conforming to all the requirements of this Request for Proposal including but not limited to the Performance Work Statement and the threshold criteria contained in Appendix A with additional consideration for objective criteria in Appendix A as applicable. A pre-award inspection may be requested of the aircraft (or exact model if proposing a new aircraft currently in production) at an airport in the Washington, DC area. The exact location, date and time is to be coordinated by the Contracting Officer. Flight costs associated with this inspection are the responsibility of the contractor. All information and documentation will be protected as proprietary information. The deadline for submission of proposals is not later than 2:00 p.m. local time, 5 July 2005. The solicitation number for this Request for Proposal is HSCG23-05-R-DDV334. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-03, effective 11 Apr 2005. Proposals must be in the English language. Prices must be in US Dollars. Offerors shall submit four (4) hard copies of their Technical Proposal, and two (2) hard copies of their Price Proposal; The Price Proposal shall be submitted as a separate document and not as part of the Technical Proposal. If an offeror submits more than one proposal, in accordance with FAR Clause 52.212-1 Section (e), each proposal shall be a complete proposal and contain all information requested by this notice. Offerors shall include a completed copy of the FAR provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, with their proposal. Past Performance information shall include contact information for 3 previous aircraft leases, or state that no previous sales were completed.
