Description
Natural Gas Leak Detection Survey This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitations will not be issued. This requisition (# F2S3CE5152A100) is issued as a request for quotation (RFQ). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-05 (8 Jun 05). NAICS: 541990. This acquisition is set aside 100% for small business. Small business size standard: $6 million. Quotes are to be received by this office NLT 1:00pm CST on 27 June 2005. Quotes can be faxed or e-mailed to the points of contacts listed on this notice. CLIN0001: Gas leak detection survey at Little Rock AFB, AR. Statement of Work: Contractor shall perform a Gas Leak Detection Survey on Little Rock AFB, AR (LRAFB), to determine the location of leaks, classify leaks, and report the leaks within the gas infrastructure. Contractor shall provide all personnel, equipment, tools, materials, supervision, and transportation necessary to perform base-wide leak detection survey. Contractor shall provide the status, in report form, of the nature and extent of any leaks. Contractor shall perform the required work within 60 days of contract award. All contract activity shall be performed in strict accordance with existing federal, state, and local laws and regulations. The survey shall include all underground distribution lines and service lines (including plastic lines) on LRAFB, including pressure regulators, risers, meters, manholes, valve boxes, metering stations, and all openings belonging to other utilities such as telephone, electric, and sewer, where natural gas could create a hazardous situation. Conduct tests for leaks on an estimated 153,500 linear feet (LF) of mains and service lines. Each of the 485 facilities with gas service are estimated to average 100 LF from the main line to the service regulator for a total of 48,500 LF of gas service lines. Estimated length of the gas mains is 105,000 LF.
