Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation document and incorporated provisions and clauses are those in effect throught the Federal Acquisition Circular 2005-03. SERVICES: The contractor shall provide all non-coin operated, commercial washers and dryers on a rental basis necessary to perform all work requirements in accordance with the Performance Work Statement. Contractor shall furnish all plant, labor, materi al, transportation, and equipment necessary to install, maintain, repair, and relocate contractor-owned washers and dryers. Contractor shall clean vent ducts and exhaust fans for all laundry rooms, replace gas supply lines, and hot and cold washer hoses. A Site Visit is scheduled for 29 June 2005 at 10:00 a.m PDT. The period of performance will be for a base period, 1 October 2005 through 30 September 2010, with four one-year options. Request for Proposals: The Government will award a contract resultin g from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Price, technical capability and past performance are the factors considered. Price is significantly more important than technical capability and past performance combined. Technical capability and past performance when combined are significantly less important than price. Technical capability and past performance, are equal. Technical capability shall include a con tingency plan outlining in detail the method or methods the Contractor will use in the event any of the following circumstances occur: Natural disasters such as earthquakes and major incapacitating storms and floods. Labor disputes and strikes. Mobiliza tion or sudden build-up of forces. Acts or threats or terrorism. In accordance with FAR 52.212-2 the following factors shall be used to evaluate offers: Technical Capability; Price and Past Performance. The provision 52.212-1, Instructions to Offerors-C ommercial Items, applies to this acquisition with the blanks filled in as follows: Offerors should refer to this clause in full text for the required information regarding submission of past performance data. Failure to submit past performance informatio n may result in the offeror being excluded from consideration. Proposal shall include the completed provisions at FAR 52.212-3, Offeror Representation and Certifications-Commercial Items. The clause FAR 52.212-4, Contract Terms and Conditions-Commerci al Items, applies to this acquisition. No addenda apply. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items-applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) 52.222-19, Child Labor; 52.222-26, Prohibition of segregated facilities; 52.222-26 Equal opportunity; 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36 A ffirmative Action for Workers with Disabilities; 52.232-18, Availability of Funds; 52-237-2 Protection of Government Buildings, Equipment and Vegetation. The following clauses are also applicable to this acquisition: DFARS 252.225-7001, Buy American Ac t and Balance of Program (41 U.S.C. 10, E.O. 10502) (Over $10,000); DFARS 252. 252.232-7003 Electronic Submission of Payment Requests; DFARS 252.225-7036 Buy American Act--Free Trade Agreements; DFARS 252.204-7004, Required Central Contractor Registration; and DFARS 252.246-7000, Materials Inspection and Receiving Report.
