Description
This second amendment to the above solicitation provides anwsers to questions the Office of Thrift Supervision (OTS) received prior to the close of the Q&A period. 1. Please clarify if the selected vendor is required to conduct the annual enrollment activity(i.e. take elections directly from participants via paper forms, web site, IVR) or if OTS conducts this activity and sends the resulting data to the vendor. REPLY: OTS conducts the open season and sends the resulting data to the vendor. However, employees may contact the vendor for various questions relating to the FSA program.--- 2. Please clarify if the selected vendor is responsible for accepting status changes(e.g.address change, life event, etc.) directly from participants, recalculating FSA eligibility, and taking new elections directly from participants or if OTS conducts this activity and sends the resulting data to the vendor. REPLY: OTS conducts this activity and sends (usually via fax) the resulting data to the vendor.--- 3. Can you be more specific on the requirement “Preparing presentation materials, as requested, for management review”; what types of materials, how often, in what format, etc. REPLY: This would be required on a special needs basis and tends to be very rarely requested.--- 4. Can you clarify the requirement “Providing on-going assistance, as requested to the employees and the Contracting Officers”; what specifically is on-going assistance? Is this our customer service delivery model? REPLY: This is referring to general customer service issues.--- 5. In reading the RFP, I see your office provides $1,000 annually. I am correct to assume for the purpose of our fee calculation that you have 100% participation amongst the 900 eligible employees? Reply: OTS does anticipate 100% participation in the plan.--- 6. Are you maintaining the employer contribution to each employee's account? Reply: OTS maintains the employer contribution to each employee's account. PLEASE NOTE THE DUE DATE FOR RECEIPT OF PROPOSALS REMAINS THE SAME, BY 4:00 PM EST JULY 8, 2005.----- Faxed proposals WILL NOT be accepted.
