Description
The Department of State plans to solicit offers/proposals for support of the Department’s Information Technology Systems. This solicitation is in support of the Department’s Information Technology systems and related equipment and services. The Department of State requires computer-related technical services support for its operating systems, and hardware and software applications. The Department’s mission of foreign policy, national security and consular affairs requires sound management of information resources in the Department and overseas. Currently, the Department’s information technology consists of radios, telephones, specialized telecommunications terminals, relay facilities, leased circuits, minicomputers, mainframe systems, network servers, personal computers, microfiche and CDROM document archives. Offerors will be required to supply the qualified personnel and other services necessary to perform the specific and generic tasks needed to provide systems and software analysis and development; document analysis, development of systems design documents; computer programming; computer center operations; configuration management; software maintenance; testing, and troubleshooting; computer security; technical writing; training; and word processing. Services may be required for field offices throughout the United States and at overseas posts. The solicitation has one mandatory requirement – a presence within the immediate Washington, D.C. metropolitan area. This acquisition is a “hybrid” small business set-aside, meaning that the U.S. Department of State is conducting four separate set-asides under this single solicitation. The Government intends to award multiple, indefinite quantity contracts in each of the following Set-aside pools: Small Business Program; HUBZone Program; Service-Disabled, Veteran-Owned Small Business Program; and Section 8(a) Program. Offerors shall submit a single proposal for evaluation but may be considered for multiple Set-aside pools for which they are eligible. No additional information is available at this time.
