Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation HSBP1005Q0450 is being issued as a Request for Quotation. This is a request for quotations in accordance with FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04 (June 8, 2005). This solicitation will be issued exclusively through this Government Point of Entry (FedBizOpps). The site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most-up-to-date information about this acquisition. Contractor must be currently registered in the Central Contractor Registration, Online Representations and Certifications Application (http://orca.bpn.gov), and provide DUNS number and TIN with quotation. Hard copies of the solicitation document will not be available. This is a 100% small business set-aside and the associated NAIC code is 442110. The small business size standard for this requirement is $6.0 million. A single award will be made. THE REQUIREMENT: One (1) four-person operator unit, to include dispatch console, rotating resource storage unit and comfort system, which conforms to the following requirements: Dispatch console ? 78? wide electronically adjustable work surface, work surface to hold up to four (4) 19? LCD?s, powered keyboard platform w/positive and negative tilt, 48? high arched panels, unified frame construction for superior structural integrity, 22? deep cavities for CPU storage, front and rear access to CPU cavities, slide out CPU shelves (front & back), 24? wide right and left extensions with CPU cavity, shared 54? wide bridge with 22? deep cavities, wedge design wire management system, pencil, box, file storage pedestal (locking); Rotating resource storage unit ? 40? round top, 1-1/8? thick 45-pound density core material with high pressure laminate top and sealing backing sheet. Base is 12? diameter, steel ball bearing turntable mechanism rated for 1,000 pounds sandwiched between two (2) each 41? rounds of ?? thick 45-pound density core material laminated with thermally fused laminate. Four (4) sections of 12-1/2? high x 14-1/4? wide x 17-1/2? deep binder storage and eight (8) sections of 12-1/2? high x 17-1/2? wide ? round pie shelves offering a total of 12? of binder storage space; Comfort system ? Air Distribution: Scalable design from one (1) to three (3) fans for circulating filtered air within the console footprint. Fans are to be mobile in design to allow the placement on the primary surface by the individual user. Decibel scale should not exceed 61db at 30? from source when two (2) fans are being used. User replaceable filters should be provided for the standard warranty period. Lighting Levels: System shall offer the capability to provide task light dimming for no less than two (2) lights rated at 100 watts per light and shall include two (2) indirect style light outlets with capability of providing up to 100 watts per light. Heat Options: Radiant heat shall be offered with up to 200 watts of output. Options should include floor mat, footrest, and stand-up styles. Primary Surface Adjustments: The Primary surface must be electronically adjustable from a minimum of 27? to at least 44? in height. Input Platforms: Adjust electronically from 5? below to 5? above the primary surface. Single Pont Interface: Control all total comfort system adjustments from a single devise. Height for both the primary and input platforms must include separate digital read-outs from 0-90 in increments of 10 providing a total of 10 comfort settings for each surface. Task light dimming, task light on/off, heating controls, and air distribution must be controlled form the same single point interface. Activity Sensor: Provide option of providing power management through activity sensor to shut off all total comfort systems when the console is not in use. ADA Switch: Must include an up/down switch within reach of wheelchair to lower all surfaces for access to the single point interface to meet ADA requirements. Power Requirements: 115 VAC, 60 Hz. Power Cord: 10ft. wit ha 3-pront plug. Maximum Draw: 0.3 amperes minimum, 6.0 amperes maximum. Fan Draw: 0.3 amperes per fan. Must be UL listed, and CSA and FCC certified. The comfort system must support all four (4) individuals at the console. This requirement is a result of the relocation of the Blaine Sector Communication Center. In 1966, the U.S. Border Patrol engaged in a long-term project to install a vase network of video surveillance sites along the Southwestern and Northern borders. Remote Video Surveillance (RVS) sites were selected to enable the monitoring of areas where Agents could patrol, and in areas where Agents had significant difficulty in patrolling due to terrain features or distance. The physical space allotted for the communications center is 34? square. The RVS Video Display will occupy the center portion of the North wall in the communications center. This wall is 34 feet wide by 9 feet high. The bottom of the video display shall be elevated so as to be visible from all workstations. The current video display is roughly 48? above floor level. Each workstation must have a complete set of database and system capabilities, including control of the video display wall. This is critical to ensure that all tasks can be accomplished regardless of where the Law Enforcement Communications Assistant (LECA) may be sitting. Current staffing is one (1) or two (2) LECAs on each shift. Projected staffing levels will increase this to as many as four (4) LECAs on each shift. As in any vital communication or ?911? (emergency) center, the dispatch furniture will be used on a 24 hour, 7 day per week basis. Operators do not have the ability to get up and walk around. For this reason, ergonomic considerations are paramount. The work surface and keyboard platform must be sufficiently adjustable to allow an operator the ability to stand and work comfortably. When sitting, supports or table legs must be positioned so that unrestricted lateral movement is possible. Overall configuration must provide a minimum of four (4) operator positions, each with an unobstructed forward view of the RVS display wall. PC monitors shall not be considered an obstruction unless they are too high to see over while sitting. Delivery will be FOB Destination. Installation is anticipated by 31 August 2005. However, due to the uncertainty of the completion date of the communication center, installation of the console will be determined at a later date mutually acceptable to both parties.
