Replace the description from synopsis for solicitation number SP071005R0009 dated June 28, 2005 with the following: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation SP071005R0009 is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. This solicitation is a small business set aside and the associated NAICS code is 541618, size standard is $6,000,000. The period of performance is for one year with 4 one-year options. Statement of Work The Defense Logistics Agency, DLA Training Center, Workforce Development Division, Leadership & Management Development Team, requires Contractor support for the development and delivery of a training course for non-supervisors entitled, ?Is Supervision for Me?? Project Description A. Background: DLA established the Enterprise Leader Development Program (ELDP) in November 2003 based on the principle that everyone can be a leader. It is a comprehensive program designed around the DLA leadership competency framework and provides avenues of development for leaders at all levels of the organization. It also promotes competence in DLA?s potential leaders, those who have yet to be placed in leadership roles or supervisory positions, but who will carry the torch into tomorrow. There are five tiers to the ELDP, each designed for a particular segment of the DLA employee base as follows: Tier I ? Non-supervisory employees and Team Leaders Tier II ? New supervisors in their probationary period Tier III ? 1st line supervisors with 2-10 years of experience Tier IV ? 1st line supervisors with more than 10 years of experience and managers (supervisors of supervisors) Tier V ? Supervisors of managers and Senior Executive Service members B. Purpose/Objective: Tier I of the ELDP is intended to guide non-supervisors in developing leadership skills; and, to assist them in determining if a career change to supervision would fit their interests and capabilities. This course will provide insights as to the rewards and challenges of supervision and introduce students to the DLA Managerial competencies and how those translate into supervisor duties, responsibilities, and qualities. This course is not intended to build leadership skills, but to serve as a decision-making vehicle with the goal of determining if a position in supervision would be a good fit. C. Course Instructors: Training will be delivered through one or more instructors who present for all DLA course sessions so as to ensure familiarity with agency climate/culture and facilitate consistency of content/presentation. Contractor shall make instructor recommendations to the Government, with the Government having final say as to which instructors will teach the course. In cases of unanticipated emergencies, substitution of instructors may be recommended, with prior advance notice to and final approval by the Government. Resumes for potential instructors will be submitted to the Government for review along with the Contractor?s proposal. Contract instructors must be expert facilitators with: Substantial experience as a supervisor or manager, preferably in the DoD Substantial experience working with DoD organizations Experience in teaching leadership principles (communication, teambuilding, group development, conflict management, etc), to establish the link between knowledge and application, and Have instructed a similar course within the past year. D. Content Requirements: Training will be conducted in one (1) day with seven hours of instruction. Course hours will include a one-hour lunch break and at least three 10-minutes breaks as needed. Suggested course hours are 8:00-4:30, although the start and end times may vary if pre-arranged based on the needs of the student population. Topics/Activities for Presentation Foundation skills of supervisory leadership Student self-assessment (provided by Contractor) of competence in supervisory skills mapped to the DLA Managerial Competencies (definitions and Competency Framework provided by DLA) The roles and responsibilities of being a supervisor The rewards and challenges of supervision (current DLA supervisor input will be provided) What current DLA supervisors wish they would have known before becoming a supervisor (current DLA supervisor input will be provided) Examples of realistic supervisor-employee interactions with opportunities for students to test their responses Definition of leadership versus management (provided by DLA) Qualities of good supervisors What subordinates want from a supervisor How a person?s work relationships change when becoming a supervisor Discussion of future supervisory challenges under the National Security Personnel System (NSPS) Planning for competency development using the ELDP Tier I Guide (Guide to be provided) Travel Costs: The estimate for travel costs are calculated using GSA recommended lodging and meals (per-diem); other incidental expenses are calculated in accordance with the Joint Travel Regulation. Travel costs will be reimbursed in accordance with the Joint Travel Regulation. Training Methodology ? The students will explore how the Managerial Competencies are applied in the day-to-day supervision of federal civilian employees and military service members. The learning experience will be enhanced through hands-on and group activities throughout the course and may be supplemented by video presentations. The final activity will involve the development of an action plan using the ELDP Tier I Guide. Level of Performance ? The Contractor shall ensure training materials measure student capabilities through structured instruction, individual and/or team exercises, active class participation, case studies, and simulations. A Government-developed evaluation form will be completed by all students at the end of each session and provided to the Government POC within 15 calendar days after the last day of each session. Contractor shall recommend training approach and techniques based upon DLA requirements; however, DLA will have final approval on all recommendations. For each class session, DLA will provide: 1. 25 laminated copies of the DLA Competency Framework 2. 25 copies of the Tier I DLA Leader Development Guide E. Technical Requirements: Course Design: 1. Contractor shall ensure that the learning objectives in the course description are incorporated into and adequately/accurately addressed in the lessons. 2. Contractor shall incorporate industry accepted, state-of-the-art learning strategies such as (but not limited to) learning style considerations and experiential learning, into each lesson. 3. The course will incorporate discussion of the DLA?s Managerial Competencies as part of the on-going presentation. 4. Contractor shall provide two draft copies of the student manual, exercises, and slides for review and evaluation by DLA subject matter experts no less than 60 calendar days prior to delivery of the pilot session. 5. All revisions requested by the Government?s subject matter experts will be completed and incorporated into the materials/handouts NLT 15 calendar days prior to the class start date. 6. Contractor shall provide the Government with two copies of the final student manual, to include copies of exercises and overhead slides NLT 15 calendar days prior to the class start date. Pilot Session: 1. Contractor shall conduct at least one pilot offering of the course. The pilot session will be conducted in Columbus, OH during the month of August, 2005, date to be determined. 2. Contractor shall provide all necessary qualified instructors and materials for the delivery of the pilot session subject to approval of the DLA Training Center. 3. Representative(s) of the DLA Training Center shall attend the pilot session to observe and evaluate the instructor, presentation and materials for quality assurance purposes. 4. A review discussion will be scheduled immediately following the piloted session between instructors and Government representatives. 5. All revisions to course content and/or materials must be completed and provided to the Government within 7 business days prior to the start date of the next session. Course Delivery 1. Following update of the pilot session, as required, a minimum of four additional sessions will be presented in FY 05 during the months of August/September 05 at one or more of the following locations: a. Tracy, CA b. Battle Creek, MI c. Tinker AFB, OK d. New Cumberland, PA e. Philadelphia, PA f. Texarkana, TX g. Ogden, UT h. Ft. Belvoir, VA i. Norfolk, VA j. Richmond, VA 2. Within 14 calendar days of confirming or amending the schedule of offerings and locations, the contractor will provide an estimate of total per session cost, including travel expenses, to the point of contact/government representative identified below. 3. CONUS training sessions will be rotated between DLA field activities as listed above. Training sessions at other DLA sites will be coordinated between the Contractor and Government representative on a case-by-case basis. OCONUS sessions will be planned on a case-by-base basis. 4. If a course offering is cancelled at any time after the Government has confirmed the course presentation, Contractor shall charge the Government only for those nonrefundable costs incurred in preparing for the cancelled course, such as airplane tickets, dated printed materials, and travel expenses if travel has already commenced. 5. Written information will be exchanged by the Government POC and Contractor POC no less than 14 calendar days prior to the start of each class session on the number of students expected, administrative details, and local DLA POC, special needs/situations (i.e., hearing or visually impaired student, additional equipment/materials, logistics issues/concerns). 6. All training administration (i.e., registration, logistics, room set-up and break-down) will be performed by DLA as well as the provision of training facilities, equipment and generic materials (including flipchart pads, markers, and other expendable items). 7. Upon completion of each course session, instructors will leave the classroom in the same condition as it was when the course began. 8. All course specific materials will be provided by the Contractor, except for those materials listed in paragraph D above, and shipped by the Contractor to the designated training site. 9. Course instructors will be provided by the Contractor subject to DLA approval based on a review of biographies and references provided by the Contractor. 10. Course size is expected to be no more than 25 students per session, subject to change in accordance with DLA?s requirements. F. Deliverables: The Contractor shall deliver all training and materials developed or customized under this statement of work. Delivery of instruction includes the preparation, copying/binding, and distribution to each student of all required course materials for each session offered. The DLA-provided materials will require distribution and discussion only. Course materials will consist of a full-text participant manual, preferably in the Information Mapping format (not exclusively slide-based); a copy of all slides with room for student notes; a skill assessment that can be mapped to the DLA Managerial Competencies; the laminated DLA Competency Framework; and, the Tier I DLA Leader Development Guide. One pilot 1-day session will be conducted in Columbus, OH. Subsequent course sessions will be based on an agreed upon schedule as part of this phase. The Contractor is responsible for ensuring that all materials it uses, provides, or incorporates into its training materials, whether written, electronic (including but not limited to software, CD-ROM, DVD, computer-based, and Internet-based materials), or video, are either free of copyright restrictions, are properly licensed for use and are presented under the terms of and in accordance with applicable license requirements, or are properly used in accordance with provisions of applicable law allowing their use without license. The Contractor hereby agrees to indemnify and hold the Government and DLA harmless from any claims, actions, or other liability arising from or related to alleged infringement of copyright or license requirements and, at DLA?s option, will defend, at no cost to DLA or the Government, against any such claims, actions, or other assertions of liability. G. Payment: Upon completion of each session, invoices will be submitted by the contractor to the point of contact/government representative identified below. A proposed agenda for the course that outlines topics and timeframes 2. Two copies of the course manual, assessment(s), potential exercises, and handouts. 3. Complete cost information, specifying cost for development/modification of the course and a cost of presenting the course for a basic year and 4 one-year options. Travel costs will be reimbursed up to those allowed in accordance with the JTR and need not be included in this proposal. It is anticipated 12 sessions of the course will be required the first year and six to eight sessions required per year thereafter. Please specify the unit cost for the course for the basic year and each of the four one-year options. The evaluated cost will assume 8 sessions will be offered per year. 4. Resume for each potential instructor that outlines past technical experience and teaching experience. 5. Outline of the company?s experience in development and/or delivery of a similar course that is targeted toward a federal civilian non-supervisory audience; and, three customer references including a company name, point of contact, phone number, FAX number, address, name and type of project completed for the customer. This information shall be from the past three years and one reference must be from a current Department of Defense contact.
